Description
The Department of Transportation’s Environmental Sustainability Division works with partners across the City to improve the quality of life in all Norfolk neighborhoods, reduce the City's carbon emissions, and prepare Norfolk for the effects of climate change, such as flooding and increasing temperatures. Weaving high standards for sustainability across divisions and departments, the team's impactful work reaches from Facilities Maintenance to Planning and everywhere in between. Sustainability is at the core of Team Norfolk. Through innovative strategies and initiatives, Norfolk is reducing energy consumption, expanding renewable energy utilization, and curbing carbon emissions from buildings and fleet. The sustainability efforts do not stop with government operations but extend to those who live, work, visit and play in the City of Norfolk.
The Management Analyst III - Environmental Sustainability will focus on climate change mitigation through reducing carbon-based energy demand throughout the City. The successful candidate will be a self-starter who is an innovative, knowledgeable, detail-oriented individual with a proven ability to effectively support projects and programs (from planning to implementation and evaluation). Candidates must possess strong leadership, communication, organizational and decision-making skills, with experience to primarily focus on:
+ Continuously improving the City’s consumption of electricity, natural gas, water, and solar by leveraging EnergyCap software to track, manage, analyze; providing recommendations on building performance and future upgrades
+ Preparing statistical and financial modeling reports to forecast utility trends and assisting with the preparation of presentations to improve energy efficiency
+ Expanding effective internal programming and engagement; providing sustainability resources for the community at large
Essential Functions
Essential functions include, but are not limited to:
+ Perform a variety of professional, technical, and administrative duties to support utility billing management, energy benchmarking, renewable energy and storage, sustainability efforts, and employee engagement programs
+ Support cross-departmental sustainability initiatives and data related needs by responding to program/project inquiries and report requests
+ Prepare routine monthly, quarterly, annual, and ad hoc reports as requested
+ Recommend and facilitate process improvement based on data analysis
+ Participate in and leverage local, regional and state networks (i.e. Virginia Energy Purchasing Governmental Association - VEPGA) to ensure accuracy in utility billing; serve as liaison on internal and external issues
+ Ensure utility bills are paid in a timely manner both electronically and manually
+ Promote communication by preparing a variety of materials to disseminate program and policy information on a departmental or Citywide basis
+ Assist with grants by researching and identifying opportunities, collecting supporting documentation and related statistical data, and preparing presentation-quality materials in support of grant proposal submittals
Education/Experience
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a bachelor's degree or equivalent.
Required:
+ Four years' experience in sustainability, energy management, data analysis, project coordination.

Work Schedule:
+ M-F, 8:30 A.M. to 5:00 P.M. and as needed
+ Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
+ Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
+ Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
+ Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
