This position serves our partners at Minnesota’s largest state agency, the Department of Human Services (DHS). The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities.

     

    As the Medicaid Management Information Systems Supervisor, you will supervise staff within the division who are supporting systems with a substantial number of varied and complex functions. This position will provide organization and direction of assigned projects and activities as well as perform assigned independent work on research studies, evaluation of new technology or feasibility studies. Additionally, in this position you will establish and monitor adherence to system standards as well as identify information system needs of various departments.

     

    **This position requires an employee to be onsite at 540 Cedar St., St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.** Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.

    Minimum Qualifications

    Position requires a minimum of four (4) years of experience in application development, systems analysis, application support, or related technical roles within a complex enterprise environment.

    Experience must include:

    + Two (2) years of lead work or supervisory experience including assigning work, mentoring staff, and evaluating performance.

    + Demonstrated knowledge of the Systems Development Life Cycle (SDLC) and the methods and techniques of systems analysis and design, with the ability to apply these principles in managing application development or support efforts.

    + Experience leading or managing work in a complex production environment, including setting priorities, managing multiple initiatives concurrently, and applying appropriate project control and delivery techniques.

    + Strong interpersonal, leadership, and customer service skills, with the ability to collaborate effectively, influence outcomes, and support organizational objectives across diverse teams.

    + Strong written and verbal communication skills, combined with a broad knowledge of computer systems, application architectures, and supporting technologies, sufficient to communicate effectively with both technical and non-technical stakeholders and to oversee enterprise application development or support teams.

    + Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

    + Customer service skills that include active listening, empathy, and problem-solving

    Preferred Qualifications

    + Experience with enterprise architecture concepts or frameworks, with experience contributing to system modernization initiatives or strategic IT planning efforts.

    + Experience with enterprise application technologies, including relational databases, data integration, and service-based architectures, with the ability to support database design, data extraction, and system interoperability.

    + Knowledge of information security, accessibility, and business continuity best practices, and the ability to incorporate these requirements into application development, system support, and operational activities.

    + Experience working with vendors, contractors, or third-party software providers, and participating in leadership or management teams, including evaluating technical solutions, coordinating implementations, resolving system issues, and applying highly technical documentation to support strategic and operational decision-making.

    Strongly Preferred Qualifications

    + Experience supporting or managing large-scale, mission-critical enterprise systems in highly regulated environments such as healthcare, financial services, insurance, government, or similar sectors.

    + Hands-on technical experience in mainframe platforms (e.g., COBOL/CICS or equivalent).

    + Demonstrated technical or managerial leadership across multiple IT functions, including application development, application support, architecture, or modernization initiatives, with strong analytical and problem-solving skills to evaluate complex systems, recommend improvements, and guide technical decision-making.
