    Summary

    Under the direction of the Innovation and Technology Director and the IT Applications Division Manager, this position provides application support and programming, problem resolution, business analysis, process improvement, technology services, and customer support to users and stakeholders. The employee implements, monitors, maintains, and optimizes enterprise applications and the infrastructure that host them, databases, application servers, web servers, collaboration platforms, digital experience platforms and user experience interfaces, client computers, mobile devices, public safety computer aided dispatch (CAD), records management systems (RMS), emergency medical systems (EMS), virtualization, application Programming Interfaces (API), cloud enterprise systems, containerized apps and Software-as-a-Service (SaaS).

     

    Job Duties and Responsibilities

     

    The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.

     

    Develops and manages all software applications for the enterprise. Maintains home-grown programs and off-the-shelf applications, including specialized products that support enterprise operations, public safety, community services, day to day financial operations, Building and Permitting, Economic Development, Police and Fire, Public Works, and Community Services. Performs documentation and product maintenance. Performs testing and certification procedures. Interprets, refines, and applies methods and procedures according with Information Technology Infrastructure Library (ITIL), Software Development Life Cycle (SDLC), Scrum, Agile, information technology industry standards, and best practices.

     

    Provides solutions to the City using Business Intelligence (BI) information technology and tools. This includes analysis, plans, systems engineering, and functions for enhancing public safety and business processes, operations, and information process flow. Creates reports with specific data required by the city departments using SSRS, SAP Crystal, PowerBI, Tableau, Birst, or other reporting services used in the city.

     

    Performs market research to find programs that fulfil a given business need; works with city departments to present application solutions and interacts with members of other I.T. divisions to ensure application solutions are allocated the appropriate resources, including databases, storage, processing power, connectivity, security, high-availability, GIS layers, and backups. Responsible for monitoring applications health and performance.

     

    Provides technical support for users to include systems, applications, client computers, cloud suite environment, virtual machines, and mobile devices (i.e., desktop PCs, laptops, tablets, smartphones, cellphones, printers and two-way radios.) Also, performs data backup and end-point protection assignments; troubleshoots and resolves system problems. Makes repairs and conducts scheduled maintenance tasks. Responds to on-call trouble tickets when required.

     

    Performs other related duties as assigned.

    Qualifications

    Candidates must have a combination of:

    + Associate’s Degree in Computer Science or a related STEM field, and two (2) years of IT work experience; OR

    + Bachelor’s Degree in Computer Science or a related STEM field, and one (1) year of IT work experience; OR

    + Four (4) years of IT work experience.

    Certifications or training in two or more of the below specialties is desired:

    + CompTIA A+ Network

    + + Microsoft Technology Associate (MTA) – Database

    + Microsoft Technology Associate (MTA) – IT Infrastructure

    + C And C++ Certifications

    + ITIL Foundation

    + Lean Six Sigma

     

    Valid Florida Driver's License.

     

    A comparable amount of training or experience may be substituted for the minimum qualifications.

    Knowledge, Skills, and Abilities

     

    Ability to function in a team environment and able to work independently to analyze and resolve technical problems and assignments. Possess organizational, written and oral communications skills along with excellent customer services skills and technical knowledge such as Microsoft office automation products, operating systems, programming languages, data science, Visual Studio .Net, Python, SQL, Java, HTML, PowerBI, Tableau, Kubernetes, Blockchain, AI & ML algorithms and data processing models, Mobile platforms, hyper-converged, virtualization and containerized environments, database servers, network and server devices and cabling.

     

    Possess the ability to establish and maintain effective working relationships with employees, supervisors, other agencies and the public.

     

    Able to multi-task and perform effectively under stressful situations.

     

    HOLIDAYS: 16 days including 3 floating days.

     

    SICK LEAVE: 96 hours annually.

     

    ANNUAL LEAVE: 80 hours in the first year of employment, increasing up to 188 hours after 25 years. Employees must take 40 hours of annual leave each year.

     

    BEREAVEMENT LEAVE: 5 or 10 work days for the death of a family member in accordance with the collective bargaining agreement and the City's Personnel Rules & Regulations.

     

    MEDICAL INSURANCE: Fully paid by the City (HMO Select). Coverage becomes effective 1st of month following 30 days. Employee may purchase coverage for eligible dependents at a cost of approximately 50% of the premium.

     

    DENTAL INSURANCE: Available to all employees through payroll deduction.

     

    LIFE INSURANCE : Term Life and Accidental Death and Dismemberment equal to 1 x annual salary, fully paid by the City (up to $200,000).

     

    VOLUNTARY BENEFITS: Several plans available, such as Short-Term Disability, Life Insurance and Critical Illness policies through payroll deductions.

     

    LEGAL SERVICES: Legal Service plan available at a cost to employees through payroll deductions.

     

    DEFERRED COMPENSATION: Employees are given the option to defer a portion of their pre-tax salary into the 457 Deferred Compensation Program.

     

    TUITION REIMBURSEMENT: $2000 per semester ($6,000 maximum annually) for approved college coursework.

     

    SAFETY GLASSES: Required safety glasses are provided every 2 years.

    RECREATIONAL USE: Employee, spouse and immediate family members seventeen (17) years of age and under are entitled to the benefits below:

    - Venetian Pool – No charge for daily admission.

     

    - Tennis Centers – No charge for daily court fees.

     

    - Youth Center – 50% off residential rates for memberships and 50% off camps and other programs.

    Golf at Biltmore & Granada:

    - Monday through Friday – no charge.

    - Saturday, Sunday and Holidays:

    - Before Noon – Twilight fees apply

     

    - After Noon – No charge

     

    (cart fees apply at all times)

     

    PENSION: Mandatory employee contribution of 10% of salary. Vesting period is 10 years.

    OR

    As of 6/14/2016 - DEFINED CONTRIBUTION: 401(a) - Contribution by City of 7% of employee base annual salary. Vesting period 5 years. Employee not required to contribute.
