    Summary You will serve as a IT SPECIALIST (INFOSEC) in the INFORMATION SYSTEMS MANAGEMENT/CYBERSECURITY DEPARTMENT of NAVCOMTELSTA SAN DIEGO. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. Responsibilities You will serve as the Information Systems Security Officer (ISSO) and alternate Cyber Workforce (CWF) Program Manager. You will be responsible for identifying and implementing Cybersecurity changes based on new security technologies and new Cybersecurity policies. You will ensure that IT automated system design and developments, involving both in-house and contractual efforts, comply with Public Law, Department of War (DOW) and Department of Navy (DoN) Cybersecurity policies. You will enforce security policies and safeguards for Command systems. You will ensure that Command information technology systems are operated and managed accordingly to higher authority regulations. You will conduct threat and vulnerability assessments. You will assist in the preparation, development, and coordination of the Risk Management Framework (RMF) process to ensure and maintain compliance of packages. You will execute the Cyber Workforce (CWF) compliance and effectively counsel the Commanding Officer in making decisions relative to personnel and position management actions. You will interpret federal and local statutes, regulations, manuals, staffing guides, policies and directives and provide guidance and advice to management and personnel on how to implement CWF requirements and strategies. You will develop plans and policies to achieve the maximum efficiency level of processing CWF personnel actions. You will serve as the subject matter expert (SME) in all phases of CWF requirements and provide assistance to subordinate commands on CWF requirements. Requirements Conditions of Employment Qualifications Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: Performing the review of system audit trains and ensuring thorough investigation of discrepancies. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience demonstrating this competency include: Serving as a client manager responsible for working directly with customer organizations to customize services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Developing point papers, briefings, decision memorandums, and oral presentations. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Reporting and advising personnel on actual or potential computer virus threats. In addition to my experience demonstrating the four competencies above, I have qualifying experience such as: -Experience developing IT security plans, policy guidance, regulations and standard operating procedures (SOPs) to protect the integrity and confidentiality of IT systems, networks and data. -Experience conducting in-depth analysis and problem-solving techniques. -Experience developing metrics, trend analysis and statistical reports. -Experience ensuring the cybersecurity compliance of programs of record by conducting analysis, periodic testing, evaluation, verification and reviewing of information system modifications. This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-2210-12. Education Additional Information This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. Additional vacancies may be filled by this announcement. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments. In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period. Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position. Term appointments may be extended up to 5 years at the discretion of management and in accordance with applicable regulations. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions. Temporary actions taken under this announcement may be terminated at any time before the established not-to-exceed date. Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ). A BQ military spouse possesses knowledge, skills, abilities, and competencies comparable to others who meet the competitive referral criteria for the specific position. PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation. This is an obligated position. The former incumbent has return rights to this position under PL 86-585. Overtime or recall may be required based on mission/workload or other deadlines and may include evenings, weekend and holidays.
