    Job Summary

    Position is responsible for directing and managing the operation of the Community Planning and Capital Improvement Program which includes cost effective planning, facility design, construction budgets and controlled implementation of new and revised park-built assets and programs. This position also maintains frequent contact with elected and/or appointed officials at the local, State and Federal levels of government, including the City-County Council and the State Legislature. This position contributes to the strategic direction of Department of Parks and Recreation and is responsible for short- and long-term comprehensive plans, studies, master plans and identification and management of the department resources. Actions are controlled by established City policies and procedures as well as OSHA safety standards and State and Federal laws. However, the incumbent operates within a wide range of discretion on matters such as hiring, firing, budgetary appropriations, and expenditures for the divisions under their control. Ability to effectively evaluate available data and exercise sound judgment when evaluating facility assets, equipment requirements, productivity of sections and equipment, and cost effectiveness of programs. Freedom to use judgment while assisting in policy formulation and in all types of negotiations. Position reports to the Director.

    Position Responsibilities

    Key Responsibilities

    + Recommends, establishes, and administers policies and procedures pertaining to the purchase, maintenance, repair, safe operation, and disposition of city planning

    + Recommends changes in systems, methods-controlled implementation of programs to assure maximum benefits including consolidation

    + Develops and maintains external and vendor contacts and negotiate agreements for design and construction projects

    + Originates and directs regular forecasts of park expenditures, including the planning and budgeting of annual operating expenses and recommendation of asset replacements to obtain efficiency and economy

    + Responsible for the adherence to the City of Indianapolis’ Policy and Procedure Manual regarding the hiring and termination of subordinates. Involved in planning and scheduling work by setting priorities and goals, reviewing, and evaluating work product and performance, monitoring progress of work upon completion of assignments, directing the training of subordinates, and providing counseling and disciplinary action

    + Tailors the programs to fit the needs of the park’s community customer base

    + Oversees the management and maintenance of all City owned DPR facilities, including facility and grounds maintenance and repairs, refurbishment of existing facilities and capital planning for new facilities

    + Attends City-County Council meetings and other meetings as needed

    + Speaks at departmental and divisional meetings and conferences to promote improvement cost and safety at the request of the Director

    + Ensures that all employees follow safety procedures as described in the Safety Handbook

    + Must maintain confidentiality at all times

    Qualifications

    Minimum Job Requirements and Qualifications

     

    Master of Landscape Architecture or Park Planning preferred or a minimum Bachelor’s Degree in Landscape Architecture, Planning, Business or Public Administration, Management, or related field and five (5) years to seven (7) of general management and supervisory experience. Knowledge of city park planning, construction and project management is required. Knowledge of current trends in construction industry, method of construction and building materials is a plus. Ability to obtain and hold a valid Indiana driver’s license. Ability to establish and maintain effective organizational and public relations. Ability to communicate effectively both orally and in writing.

    + Tasks require the ability to communicate orally
