Duties Description Assist the Maintenance Supervisor 3, Sanitation Superintendent with the operation, maintenance, and regulatory compliance of all water treatment plants, sewage treatment plant, pool systems, pump stations, spray pads, water features, and overall sanitary conditions across Jones Beach, Robert Moses, and Captree State Parks. This position ensures safe, efficient, and reliable operation of these systems while meeting all code requirements through sampling, reporting, and working with regulatory agencies for compliance.Duties include but are not limited to:Operational Oversight:• Direct and supervise the operation and maintenance of all water treatment, sewage treatment, and pool systems.• Ensure compliance with regulatory agency requirements for water quality, wastewater treatment, and public health.• Oversee park-wide sanitary conditions, including restrooms, comfort stations, and related facilities.• Signing all required monthly potable water operational reports for Jones Beach, Robert Moses, and Captree State Parks in the absence of the Sanitation Superintendent or as needed; the monthly pool reports during the operational season; and the sewage monthly discharge monitoring report (DMR) in compliance with the Department of Environmental Conservation (DEC) regulations. • Submit required water samples, perform analytical testing, and maintain accurate records in accordance with Department of Health and other regulatory agencies.Staffing Supervision & Training:• Hire, train, and evaluate staff performance, including permanent operators, and seasonal employees.• Schedule adequate coverage for all shifts, ensuring sufficient staffing during peak season and special events.• Conduct agency-mandated orientations, health and safety trainings, and ensure staff adherence to safety protocols.• Provide counseling, address conduct issues, and ensure staff compliance with operational standards• Oversee and manage a team that may consist of 5-8 permanent Senior Filter Plant/Wastewater Treatment Plant Operators and 7-14 seasonal staffAdministrative & Compliance:• Prepare and tract supply requisitions, ensuring cost effective purchasing in compliance with state contracts and guidelines.• Maintain accurate inventory and ensure availability of quality materials and equipment.• Manage invoices and purchasing processes in accordance with state procedures.• Coordinate with Regional Capital Facilities staff, Regional Management, Albany offices, outside engineers, consultants, and state agencies such as the Department of Health (DOH) and Department of Environmental Conservation (DEC).• Act as maintenance department lead in the absence of higher supervision, assisting with park-wide and regional projects.Additional Responsibilities:• Respond to emergencies and operational issues, including on weekends and holidays when required.• Support large-scale special events by ensuring sanitary and utility systems operate without disruption.
Minimum Qualifications NY HELPS Qualifications: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Two years of experience in the operation, maintenance, and repair of a sewage treatment plant AND two years of experience in the operation, maintenance, and repair of a water treatment plant. One year of this experience must have included overseeing the water and/or sewage treatment plant operations.In addition, at the time of appointment and continuously thereafter, candidates must hold the appropriate Grade 1A, or 2 Wastewater Treatment Plant Operator's Certificate issued by the New York State Department of Environmental Conservation AND a Grade IIA, IIB or C Water System Operator's Certification issued by the New York State Department of Health.Additional certification and/or licensure may be required depending on region of appointment.Reassignment Qualifications:Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Park Sanitation Superintendent to be eligible for reassignment.Subsequent 55-b/c Qualifications: A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.If verifiable, we will accept and prorate appropriate part-time and volunteer experience.It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Additional Comments OPERATIONAL NEEDS: • Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.• Knowledge of state procurement procedures and ability to manage budgets effectively.• Strong leadership, communication, and organizational skills.• Ability to perform physical demanding tasks and work in various environmental conditions.• Willingness to work weekends, holidays, and must be available to respond to urgent operational needs.• This role involves both field and office work, with exposure to outdoor weather conditions year-round. WATER TREATMENT PLANT LICENSES REQUIRED:• 2B, C, and D Operator Certification, 1 year facility experience, on-site DOH interview. • Backflow Preventor License is required for back flow preventions programs as dictated by New York State Department of Health (DOH)• Certified Pool Operators licenseWASTEWATER TREATMENT PLANT LICENSES REQUIRED:• Grade 2 Wastewater License (requires Basic Operations Course and Lab Course)• 1 year experience in a similar class plant to qualify for the state licensing examLicenses and certifications must meet New York State Department of Health (DOH) and Department of Environmental Conservation (DEC) requirements.BENEFITS:Generous benefits package, worth approximately 65% of salary, including:Paid Time Off:• CSEA: 44 days - 13 Vacation days, 13 Sick days, and 5 Personal Leave days, 13 Holidays. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025.
