    Position Description:

    Provides project management for major construction and renovation projects including budgeting, planning and programming, design, contracting, construction, commissioning, and close-out.

    Major/Essential Functions:

    Project Assessment & Scoping: Engage customers to define project scope, objectives, budgets, and schedules. Perform project risk assessment and constructability evaluations. Consult with multiple departments within Operations to finalize space utilization requirements and funding. Develop and submit project scopes, budgets, potential risks, and proposed schedule for approval.

     

    Design And Construction Document Development: Lead engagement of contracted third-party design firms to develop the design and construction documents for projects. Provide strategic direction to the in-house drafting team when design work is performed internally. Ensure all design and construction documents comply with applicable building codes and Texas Tech University’s high standards for quality and performance. Manage and coordinate the work of contracted architectural and engineering consultants throughout the project lifecycle. Oversee design and construction document reviews, ensuring that all required revisions are clearly communicated and addressed with the appropriate stakeholders. Facilitate the issuance of written approvals from campus authorities requiring notice of construction projects.

     

    Construction Bidding & Contracting: Participate in pre-bid meetings with contractors who will be providing proposals for the construction projects. Participate in the evaluation bids for budget compliance and thoroughness. Provide guidance throughout the preparation, review, and execution of contracts and purchase orders to ensure accuracy, compliance and alignment with the institution and standards.

     

    Construction Management: Develop and implement a comprehensive project delivery and communication plan, including construction progress meetings and site visits to facilitate collaboration, problem-solving, and ongoing monitoring of progress and adherence to construction documents. Lead discussions on unforeseen site conditions and other emergent issues that may conflict with approved design and or may have an impact on budget and schedule. Manage project budgets, schedules, and progress reporting. Review and process pay applications for accuracy and timely submission to Operations Business Services

     

    Supervision: Provide supervisory oversight for project managers and multiple third-party design and construction vendors. Directly and indirectly, lead, mentor, and evaluate all departmental staff through structured performance management processes. This includes mentoring, coaching, and conducting regular performance reviews, identifying training and development opportunities, and implementing succession planning to cultivate a high-performing resilient team. Promote a diverse and inclusive work environment by supporting recruitment efforts that attract top talent and ensuring equitable opportunities across the organization.

     

    Communication: Promote a work culture that encourages open and thoughtful communication in coordination within the department and across Texas Tech University. Ensure direct reports and contracted third-party teams understand and adhere to Texas Tech University project management guidelines and expectations. Provide regular projects status, timelines, and milestones for presentation to Operations leadership, University leadership and other stakeholders. Develop and maintain effective, collaborative relationships with key customers and Operations departments.

     

    Project Close Out: Coordinate the issuance of Certificate of Substantial Completion and ensure all punch-list items and final inspections are completed in accordance with project requirements. Review and process final pay applications for accuracy and compliance. Facilitate required inspection by a registered accessibility specialist in accordance with TDLR guidelines. Coordinate the resolution of construction issues within the warranty period.

The Construction Project Manager, Engineering & Construction oversees capital projects including renovation, remodeling and infrastructure improvements from inception through design to completion, leading multidisciplinary teams to ensure projects are designed and constructed to meet all regulatory compliance, TTU’s quality standards, assigned budgets and expected timelines. Responsibilities include collaborating with various stakeholders, including university administrators, faculty, staff, students, external architects, engineers, and contractors to agree on project goals and expectations for funding and timelines.

     

    The position demonstrates a strong understanding of construction, campus planning, building codes, project management, stewardship, and customer service. Promote efficiency, accountability, and resource optimization in planning and delivery of projects. This position is a key contributor to Texas Tech's trajectory toward membership in the prestigious Association of American Universities (AAU).

     

    Expertise and experience in higher education research institutions or similar organizations, and a degree and construction management are required. The Construction Project Manager is member of the Engineering & Construction Team, collaborating with multiple departments in Operations, Procurement Service and within TTU on project delivery.
