Position Summary
T and T Consulting Services, Inc. (T&T) is seeking a results-driven and customer-centric executive to serve as Vice President of Program Delivery & Client Success. This leader will oversee the company’s portfolio of federal IT programs, ensuring operational excellence, contract performance, and customer satisfaction across all delivery engagements.
As a key member of the executive leadership team, the VP of Program Delivery & Client Success is responsible for driving delivery consistency, optimizing project performance, developing program management talent, and serving as the voice of the customer within the organization. The role requires a strong balance of strategic oversight, hands-on program management expertise, and an ability to foster trusted relationships with federal clients and partners.
Key Responsibilities
Enterprise Program Oversight
+ Lead the overall delivery of T&T’s federal IT services portfolio, ensuring programs meet or exceed all contract performance metrics, SLAs, and quality standards.
+ Oversee the Program Management Office (PMO) and establish standardized delivery frameworks, reporting cadence, and escalation protocols.
+ Ensure consistent delivery practices across contracts within NOAA, NIH, DoD, and other federal agencies.
+ Partner with Finance and HR to manage staffing plans, subcontractor performance, and labor utilization.
Client Success & Relationship Management
+ Serve as executive sponsor for key federal accounts; maintain strong relationships with contracting officers, CORs, and technical leads.
+ Drive client satisfaction through proactive engagement, transparency, and issue resolution.
+ Lead quarterly Client Health Reviews, ensuring that lessons learned are applied across the enterprise.
+ Collaborate with the VP of Growth & Partnerships to identify opportunities for organic account expansion and recompete positioning.
Operational Excellence & Continuous Improvement
+ Define and monitor performance metrics—on-time delivery, cost variance, quality, customer satisfaction, and employee engagement.
+ Partner with the CIO/CTO to align delivery practices with modernization initiatives, DevSecOps, and data-driven insights.
+ Implement best practices in Agile program management, risk management, and continuous improvement.
+ Lead internal reviews of major programs to ensure alignment with CMMC, ISO, and quality management standards.
Leadership & Talent Development
+ Build and mentor a high-performing program management team, emphasizing accountability, customer orientation, and innovation.
+ Develop next-generation program managers through coaching, succession planning, and professional development.
+ Foster collaboration between program delivery, BD, operations, and technology teams.
+ Promote a culture of inclusion, empowerment, and measurable performance.
Financial & Contractual Stewardship
+ Collaborate with Finance, Contracts, and the COO to ensure each program operates within budget and maintains profitability targets.
+ Review monthly P&L, forecasts, and risk assessments with program leads.
+ Ensure compliance with DCAA, FAR/DFAR, and agency-specific policies.
+ Support accurate pipeline forecasting and resource planning in coordination with BD and PMO.
Qualifications
+ 20+ years of experience managing complex federal IT programs; at least 10 years in an executive or senior PMO leadership role.
+ Proven record of delivering multi-million-dollar programs across agencies such as NOAA, NIH, DoD, or DHS.
+ Strong understanding of federal acquisition regulations, contract management, and performance oversight.
+ PMP, PgMP, or DAWIA certification preferred; Agile/DevSecOps familiarity strongly desired.
+ Exceptional leadership, communication, and interpersonal skills, with the ability to manage diverse teams and stakeholders.
+ Demonstrated success building scalable delivery models and improving program performance through data-driven management.
