    Job Description

    The Division of Human Resources and Employee Experience (HREX) is responsible for ensuring that the Department of Buildings (DOB) complies with applicable labor and employment laws and City and agency rules and policies. HREX provides guidance to managers and employees on a variety of topics including recruitment, employment, civil service, job and organizational design, labor relations, youth programs, benefits, wellness, performance evaluations, salary administration, timekeeping, and time and leave administration.

     

    DOB’s Workforce Planning unit plays a critical role in supporting the agency’s mission by breaking down silos, fostering collaboration, building and maintaining relationships with leaders as well as advising and guiding internal customers on job and organizational design, the Personnel Action Request (PAR) process, and compliance with civil service and employment laws, rules, regulations, and policies. In addition, the unit’s impact helps standardize internal processes and procedures that relate to employee experience such as recruitment, retention, labor relations, and professional development, which in turn saves money for the agency. Workforce Planning Analysts are core members of the unit.

    The Workforce Planning Analyst shall perform duties across three areas:

    1. Workforce Analysis and Research

     

    - Conduct research on matters relating to labor, industry, and employment

     

    - Collect, analyze and record data pertaining to DOB’s workforce and the City’s labor pool through surveys, focus groups and/or in-person interviews

     

    - Process Personnel Action Requests from intake and review of unit submissions through preparation of documents for the NYC Office of Management and Budget’s approval

     

    - Research and identify cost-effective skills inventory systems in the market keeping in mind budget and agency needs

     

    - Assist with the design and maintenance of a skills inventory by mapping and identifying list of skills relevant to each main function of our entire organization

     

    - Identify gaps in knowledge that the organization can fill with new hires or additional training

    - Conduct job analyses

    2. Project Management

     

    - Partner with Buildings University, our agency learning hub, to design a career development tool for employees by identifying what skills employees want/need to learn next

     

    - Generate ongoing reports for different internal audiences to increase the understanding of current employee skills and employee skill gaps

     

    - Manage updates to HREX-related content on the agency’s internal and external websites

    - Review eligibility and process forms for Remote Work Pilot program

    3. Compliance

     

    - Verify compliance with laws, rules, regulations, and policies pertaining to civil service and employment

     

    - Perform candidate qualification reviews for civil service

     

    - Facilitate in-person or virtual Civil Service 101 info sessions for new hires and/or current employees, as needed

     

    - Recruit DOB employees to assist DCAS with the development of civil service exams

    REMOTE WORK

    This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

    CIVIL SERVICE STATUS

    Only permanent Associate Staff Analysts, applicants who are reachable on the Associate Staff Analyst open competitive list, and applicants as indicated below will be considered.

     

    Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York.

    Qualifications

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or

    2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.

    3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.

    4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.

    5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.

    Salary Min: $ 82,056.00
