    The Maryland Transit Administration ( MTA) is seeking a Director

    of Metro Operations. The right leader will be responsible for providing overall leadership of Metro Operations in

     

    formulating and achieving public transportation goals and objectives.

    The Director of Metro Operations impacts the MTA's organizational success by:

    Provides overall leadership of Metro Operations and responsible for formulating and achieving public

     

    transportation objectives

     

    Develops and implements short-range and long-range goals, strategic and business plans

     

    Formulates and recommends operating policies and procedures or changes in existing policy and procedures

     

    Ensures coordination and cooperation of services among assigned departments

     

    Participates in various committees and task forces

     

    Coordinates the work of divisions within the department

     

    Coordinates departmental activities with outside agencies

     

    Participates in contract negotiations, administration of the collective bargaining agreements, grievance

     

    investigations and arbitration proceedings

     

    Ensures the Metro system follows the safety standards and maintains accountability for all safety performance

     

    measures for the agency and subordinate employees

     

    Approves expenditures and implements budgetary adjustments as appropriate and necessary

     

    The Director of Metro Operations contributes to short-term and long-term planning to ensure that the MTA can manage

     

    assigned rail operating resource and capital assets and respond to operational issues and meet program and safety

     

    compliance objectives to provide safe and efficient customer service and to support a diverse customer base throughout

     

    Maryland.

    Qualifications

    Education & Experience: Bachelor's degree from an accredited college or university.

     

    Experience: Ten (10) years of experience in administrative or professional work. Three (3) years of this experience must

     

    have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general

     

    operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or

     

    procedures.

     

    * Experience should include at least nine (9) years in a middle management or higher-level capacity managing in a public

     

    or private sector urban rail transit agency and/or experience in a large transit operations or transit property.

     

    The ideal candidate will be a successful team-builder and change agent, with at least nine (9) years Rail transit

    experience, including program management, service contract compliance, scheduling software, and experience in a

    unionized setting. He/she will be thoroughly abreast of the transportation/transit trends, transit initiatives, and

     

    emerging transit projects globally, nationally and within the local communities.

     

    The focus is on a leader with experience in organizational turnaround and program expansion within the public

     

    sector.

    for this classification. Selective Qualifications are utilized when the position requires specific or bona-fide

     

    occupational qualifications (i.e., knowledge, skills, or abilities).

    Notes:

    1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the

     

    required education.

     

    2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30

     

    semester credit hours on a year-to-year basis for the required general experience.

     

    3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the

     

    administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations or

     

    functioning as a staff assistant on a year-for-year basis for the required education and experience.

     

    Licenses & Certifications

     

    Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

     

    Managers should foster a positive safety culture by leading with integrity and establishing departmental safety practices and procedures for all employees. Managers should attend and participate in safety meetings and adhere to and enforce all safety rules, policies, regulations, and personal protective equipment requirements to support a safe and healthy working environment. Ensure employees are properly trained and provided with personal protective equipment to conduct their job functions in a safe manner. Report hazards, unsafe acts, near misses, injuries, and accidents immediately to the Office of Safety. Collaboratively work to mitigate reported hazards in a timely manner. Conduct safety risk assessments and/or job hazard analyses as needed.

     

    To support a safe and healthy work environment, employees must refrain from willful violations of safety rules and procedures, reckless and negligent behavior, involvement in criminal activities, and the misuse of drugs or alcohol. Failure to adhere to this requirement may be subject to disciplinary action up to and including termination. May only perform work for which they have the appropriate safety training.
