    THE POSITION

    Are you an experienced highway or bridge design professional who has a desire to take your career in a new direction? The Pennsylvania Department of Transportation's (PennDOT) Bureau of Design and Delivery is in search of an innovative Civil Engineer Manager to develop, maintain, and improve statewide policies and procedures for the seamless administration of the highway and bridge construction program. This professional also provides vital support to district construction activities regarding the management of construction contracts.     DESCRIPTION OF WORK

    As a Civil Engineer Manager, you will be responsible for leading the Contract Management Section, including the Contractor Evaluation and Prequalification Units. Primary duties will entail implementing and monitoring the department's Prequalification/Contractor Evaluation/Subcontractor Approval Program, as well as developing prequalification criteria. You will also review contractor performance reports and meet with contractors to explain and discuss prequalification matters, in addition to reviewing all bids for contractor eligibility requirements and provide recommendations for acceptance or rejection of bid proposals. Furthermore, you will assist the Disadvantaged Business Enterprise (DBE) Program by investigating and resolving complaints while ensuring overall compliance with the program.

    Work Schedule and Additional Information:

    + Full-time employment

    + Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.

    + This position may be eligible for alternate work schedule (AWS).

    + Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

    REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

    QUALIFICATIONS

    Minimum Experience and Training Requirements:

    + Four years of professional civil engineering experience which includes three years in the appropriate specialty and one year of experience in directing the work of civil engineers.

    Special Requirements:

    + This position requires possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.

    Post Employment Requirement:

    + For the Bridges and Transportation parentheticals, successful candidates with an out of state Professional Engineer license will be required to produce a valid Professional Engineer License issued by Pennsylvania within their initial six month probationary period.

    Other Requirements:

    + PA residency requirement (https://www.employment.pa.gov/Additional%20Info/Pages/default.aspx) is currentlywaived for this title.
