The Senior Financial Consultant serves as the primary financial expert and strategic advisor to the Vocational Rehabilitation Services (VRS) Director of Forecasting and Evaluation. In this role, you will lead long-range financial planning, ensure compliance with state and federal financial laws, and provide advanced analytical and consultative support for major VRS program areas.
You will manage key fiscal operations for Supported Employment, Independent Living (Parts A & B), Independent Living Services Grants (B), Centers (C), and Public Health programs. This includes budget development, forecasting, financial monitoring, audit support, and coordination with state and federal oversight agencies.
This position represents VRS in technical financial discussions, supports agency-wide policy development, and ensures that financial operations align with the Department of Employment and Economic Development's (DEED’s) mission and strategic goals.
This position requires occasional visits to statewide VRS locations, to support operational needs.
This position is telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.

Minimum Qualifications

Three (3) years* of experience in accounting, budgeting, financial analysis, grants management, or related financial operations.
*Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or a related field as determined by the agency may substitute for one (1) year of experience.
Applicants that meet the above minimum qualification will be further evaluated on the following:
+ Experience interpreting financial regulations, preparing financial reports, and ensuring compliance with state or federal requirements.
+ Experience with financial systems such as Statewide Integrated Financial Tools (SWIFT), Data Warehouse, or equivalent platforms.
+ Experience analyzing financial data, identifying errors, and recommending solutions.
+ Experience preparing financial reports, budgets, or forecasts.
Preferred Qualifications
+ Experience with federal financial regulations, including Uniform Guidance, Generally Accepted Accounting Principles (GAAP) and Code of Federal Regulations (CFR).
+ Experience supporting or conducting financial audits, risk assessments, or compliance reviews.
+ Experience with state and federal grants, including allowable costs, cost allocation, and program income.
+ Experience with SWIFT, Procure IT, or similar enterprise financial systems.
+ Experience developing financial policies, procedures, or training materials.
+ Ability to communicate complex financial concepts clearly to diverse audiences.
