The HR/Payroll Administrator Sr. guides and organizes the confidential, accurate and timely services of the payroll department. This position is responsible for assisting the Payroll Manager in leading all phases of the payroll process, leading special projects, and directing the day-to-day functions for the payroll team. Responsible for leading, planning and conducting system testing, system implementations, and new functionality. Assists with ensuring departmental goals are achieved, timelines met, and service excellence provided in all aspects of work. Creates and manages payroll procedures and standard work.
ESSENTIAL FUNCTIONS
1. Oversees and assigns daily work; plans and manages priorities, provides technical assistance, directs day-to-day operations for the payroll team, oversees staff schedules, monitors quality of work, leads team projects, mentors staff, provides constructive feedback, oversees staff training, ensures quality improvement, provides leadership feedback on staff performance, and assists with goal setting for the team.
2. Manages and coordinates the company’s payroll system, both internally, and externally with third party payroll and benefits providers.
3. Oversees workers' compensation payments and compliance measures. Stays up-to-date with regulatory changes and ensuring company policies reflect current laws. Administers retirement plan distributions within payroll.
4. Ensures compliance with all payroll regulations and manages quarterly and annual reporting. Prepares union payroll reporting.
5. Provides expert advice and guidance to Payroll team members and other key stakeholders on payroll processes and procedures and proactively recommends and implements improvements.
6. Participates in the maintenance of individual payroll records, payroll distribution, and preparation of payroll reports, and statements as well as compilation of periodic and special reports on payroll matters including year-end W-2 processing.
7. Ensures compliance with state and federal regulations for payroll and tax filings. Leads BSI patches and testing.
8. Oversees and ensures the orderly flow and integration of payroll, financial and related information with data from Human Resources, Information Systems, other departments, and outside agencies.
9. Facilitates the implementation, operation, and troubleshooting of the payroll system and system upgrades. Coordinates system testing required for upgrades.
10. Leads projects and assists Payroll Manager in assigning payroll staff resources.
11. Provides statistical data for quality improvement measures; develops and maintains reports for organizational and departmental performance improvement procedures.
12. Assists with audits and reporting related to payroll and benefits. Conducts internal and departmental audits to ensure consistency and operational efficiencies are met according to organizational values.
13. Key participant in the development of strategies to train payroll staff in daily standard work of existing and new systems.
14. Effectively communicates by interpreting and conveying information clearly, accurately, and in a timely manner; establishing and maintaining open, effective communications; utilizing correct channels of communication and recognized organization communication standard.
15. Performs other duties as assigned.
QUALIFICATIONS
EDUCATION
+ Associate Degree preferred: Accounting, Business or a combination of education and experience that provides the caregiver with the requisite knowledge, skills, and abilities to perform the job will be considered.
REQUIRED EXPERIENCE
+ 5 years of Payroll or closely related experience in a lead role.
+ Preferred: Infor experience.
REQUIRED SKILLS
+ Demonstrated ability to exercise tact, diplomacy, and maintain confidentiality; work independently, efficiently and responsibly in an environment with multiple work demands and short time frames.
+ Analytical and problem-solving skills as well as the ability to work and communicate effectively with other departments.
+ Ability to lead team on day-to-day operations
+ Ability to maintain confidentiality of highly sensitive payroll and HR information.
+ Demonstrate high attention to detail and accuracy.
+ Strong technical and professional skills.
+ Prior large project/system implementation experience. (Preferred)
The salary range for this job opening at PeaceHealth is **$70,491.20 – $105,768.** The hiring rate is dependent upon several factors, including but not limited to education, training, work experience, terms of any applicable collective bargaining agreement, seniority, etc.
