Role Overview:
The Director of Ethics and Integrity Programs assists DCS staff in understanding the laws, rules, regulations, policies, and procedures that support agency operations. You will have a major role in reducing the risk of ethics and integrity violations among agency staff and constituents.
Salary :
This position traditionally starts at an annual salary of $67,314 but may be commensurate with education and job experience.

A Day in the Life:
Responsibilities include:
+ Assist the Chief Ethics and Compliance Officer with developing a robust enterprise-wide ethics and integrity program that integrates the Indiana Ethics Code Rules into agency policies and practices.
+ Help the Ethics and Compliance department teams with developing standard operating procedures.
+ Review and revise DCS policies and procedures and draft new policies and procedures as needed.
+ Partner with internal and external stakeholders to integrate ethical considerations into their processes and decision-making.
+ Manage the DCS confidential reporting hotline.
+ Ensure that information is safeguarded and properly managed.
+ Conduct internal investigations into allegations of ethical violations, non-financial fraud, violations of the agency's policies and Code of Conduct, and other related matters.
+ Remain current on, and ensure enterprise adherence to, internal policies and external regulations regarding information management and disclosure.
+ Provide well-researched and thorough guidance to DCS staff regarding Indiana Ethics Code.
+ Draft articles regarding the Indiana Ethics Code.
+ Develop and administer training for the Indiana Ethics Code.
+ Hold Ethics Counseling Sessions with, and issue written advisory opinions to, DCS staff on whether their actual or intended activity aligns with agency policies and Indiana Ethics Code rules.
+ Obtain informal advisory opinions from the Indiana Office of Inspector General when necessary.
+ Request formal advisory opinions from the State Ethics Commission on behalf of DCS staff.
+ Attend monthly Indiana State Ethics Commission meetings.
+ Monitor and report on the completion of biannual Indiana State Ethics Training.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
Credentials:
+ Master’s Degree and 5+ years of experience, or
+ Bachelor’s Degree and 7+ years of experience, or
+ Associate’s Degree and 9+ years of experience, or
+ 11+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role.
Additional qualifications:
+ Mastery knowledge in program subject matter obtained through experience and/or education.
+ Broad knowledge of provider agencies and their programs and services.
+ Broad knowledge of all source materials and references including federal and state laws governing the programs.
+ Ability to adapt new statues and guidelines to create and implement new principles and policies and discern any far-reaching implications.
+ Ability to present and represent the agency to both internal and external customers, the public, government officials, and other stakeholders.
+ Analyzing information and evaluating results to choose the best solution and solve problems.
+ Ability to work effectively with a wide variety of stakeholders.
+ Ability to analyze and prepare monthly finance and accounting reports to maintain program budget and grants.
+ Ability to delegate work, set clear direction, and manage workflow.
+ Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.
+ Able to perform essential functions with or without reasonable accommodation.
Supervisory Responsibilities/Direct Reports:
This role may serve as a team lead for an assigned work group.
