The Budget and Accounting Analyst is a non-partisan position within the Legislative Services Division’s Financial Office. This role is responsible for supporting the development, implementation, monitoring, and evaluation of the Montana Legislative Branch’s biennial budget and related financial functions. The position performs complex professional accounting duties, conducts financial analysis, ensures compliance with state laws and policies, and collaborates with legislative leaders and staff to provide accurate fiscal data and projections. Key responsibilities include preparing budget reports, reconciling accounts, evaluating program expenditures, supporting fiscal note development, and advising on budgetary policy. The analyst may specialize in either budgeting or accounting functions, but all incumbents are expected to work collaboratively across financial areas to ensure the fiscal integrity of the Branch. · Substantial knowledge of state budgeting and accounting systems, including budget development and the legislative appropriations process. · Substantial knowledge of state Branch fiscal practices and procedures. · Substantial knowledge of accounting theory and principles. · General knowledge of payroll and personnel control systems. · General knowledge of the laws governing state accounting. · General knowledge of fiscal management practices · Ability to plan and organize work and evaluate results and alternative strategies. · Ability to implement and follow sound management practices. · Ability to act as team leader. · Ability to quickly and accurately analyze complicated information and make sound judgments. · Ability to analyze accounting and other problems and find solutions. · Ability to work independently and as part of a team. · Ability to establish effective working relationships. · Ability to learn, apply, and communicate policies and procedures. · Ability to communicate and perform effectively and diplomatically with personal contacts. · Ability to be flexible and adapt to change. · Ability to use computers, including advanced knowledge of Microsoft Excel, and adapt to changes in technology. Typically acquired through a bachelor’s degree in Accounting, Finance, or a closely related field, combined with at least 5 years of progressively responsible and relevant financial, budget, or accounting experience. Equivalent combinations of education and experience will be considered, provided it demonstrates mastery of the required skills and competencies. /Effective January 2026, the Legislative Branch will participate in E-Verify to confirm employment eligibility.
