JOB SUMMARY
Carver County is accepting applications for a Child & Family Intake and Assessment Supervisor in the Health and Human Services division. Under the direction of the Child and Family Manager, the Child & Family Supervisor provides overall leadership, management, and oversight of the comprehensive child protection intake and assessment unit for Carver County. The Child & Family Supervisor coordinates the delivery of services; understands and ensures compliance with applicable child protection laws; assists in the preparation and administration of budgets including revenue generation; monitors applicable contracted services; and collaborates with division leadership and various local, regional, and state entities in the efficient delivery of services in the program areas assigned. Ensures implementation of federal, state and local agency policy to provide effective service to county residents in a fiscally responsible manner.
After probation, this position is a hybrid position and will be expected to work in the office located at the Chaska Government Center with some flexibility to work remotely. This position may be on-call after hours and involve evening and weekend work.

TYPICAL DUTIES AND RESPONSIBILITIES
• Supervises professional frontline staff in a highly regulated and high-risk environment, specifically in the child protection intake and assessment area of the Child and Family Department. This role must be available for case consultation on a regular basis to ensure all laws are being followed and consistent practice standards are being implemented. Cases tend to be complex with multiple barriers requiring a high level of consultation skills.
• Supervises and directs the daily activities, priorities, and work operations of unit personnel. This includes but is not limited to: Hiring, training, promoting or transferring staff, assigning work, performance management, and discipline.
• Works closely with division leadership to implement programs and practices that align with county priorities and coordinates with other collaborative agencies, such as law enforcement and/or local school districts in the management of mutual cases, strategies, programs, and/or services to reduce a family’s involvement in child protection, including budgetary management of those program(s).
• Tracks, is accountable for, and approves budgeted expenditures for assigned program areas and client related costs within the unit. Makes recommendations to the Child and Family Manager concerning annual budgetary requirements and needs.
• Administers programs in a manner to best meet the needs of clients within available resources, following county policies, procedures and guidelines of the division.
• Is responsible for accurate and timely Fiscal and Program Reporting.
• Provides oversight, direction, and is accountable for ensuring staffing coverage and performance management, including response times, for child protection reports and crises after hours (24 hours a day, 7 days a week, 365 days per year) as required by Minnesota State statute.
• Establishes, implements, and monitors operational policies, procedures and programming protocols utilizing extensive expert knowledge of state and federal regulations.
• Evaluates and analyzes current procedures/processes at least annually to ensure the unit is meeting or exceeding state and federal regulations.
• Regularly reviews results of investigations to determine whether proper methods were used and whether proper dispositions were made and consults with staff on process improvement.
• Develops and maintains regular contact with local, State, and/or federal law enforcement about criminal investigations or laws and regulations affecting the work of the department.
• Receives and processes complaints from the public about a community concern, case specific situation, or the child protection system including consulting with division leadership to resolve the complaint
• Maintains statistical data by keeping records of cases received, assessed/investigated, sent from assessment to case management, and involved in court in order to meet reporting requirements for all programs supervised.
• Collaborates and attends meetings with the Minnesota Department of Children, Youth, and Families and other partners to evaluate relevant policies, statutes, practices, and implementation of new program requirements.
• Performs other duties of a comparable level of type.
MINIMUM QUALIFICATIONS
• Master's degree in Social Work, Psychology, Counseling, Psychiatric Nursing or related area.
• Requires a minimum of 3 years of professional social work, mental health or related experience.

• Equivalent combination of education and experience necessary to perform the essential functions of the position.

• Valid driver's license or evidence of equivalent mobility.
• Licensed Independent Clinical Social Worker, Licensed Graduate Social Worker, Licensed Psychologist, Licensed Marriage and Family Therapist, or Licensed Mental Health Professional
