    Job Description

    The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.

     

    The Capital Budget and Resiliency Unit prepares and administers the Department's Capital Budget and Commitment Plan; assists Department commands in the budgeting and procurement of capital goods and services, reviews and analyzes costs of new and revised capital projects and reduction programs; and reduction programs; and provides determination on the eligibility of capital funds for projects/programs. Capital Budget and Resiliency Unit is responsible for the Department's Capital Budget totaling $1.4 billion, which includes federal disaster recovery funding ($30 Million)

     

    The Capital Budget and Resiliency unit is seeking a qualified candidate in the title of Administrative Staff Analyst, to act in the role of the Director of the Capital Budget and Resiliency Unit. The Director will be responsible for overseeing three staff members, and for managing the Department's $1.4 billion ten-year capital plan. This includes funding for building improvements, Information Technology, radio and life safety equipment, large vehicles including boats and helicopters, as well as equipment for the Police Lab.

    Critical tasks overseen include the following:

    - Track and manage capital projects and existing capital funding allocations while ensuring Department commands utilize their existing funds - this includes securing project schedules in order to avoid potential budget reductions

     

    - Financial Plan preparation: Develop and maintain internal Excel spreadsheets to organize and track financial plan changes as well as work closely with Mayor's Office of Management and Budget (OMB) on new need funding requests.

     

    - Review and approval of certificate to proceed requests to OMB (ensuring that the scope of work for projects falls within the Comptroller's Directive 10)

     

    - Coordinate with the Acquisitions Management Division regarding capital procurements

     

    - Elevate sensitive issues regarding the capital budget to executive staff

    Qualifications

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

    2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

    Salary Min: $118,873.00

     

    Salary Max: $190,015.00
