General Statement of Job
The Assistant Traffic Engineer plans and performs complex technical, management, and administrative work related to the transportation planning, engineering, and multimodal network planning areas; responsible for managing transportation reviews related to development projects and monitoring transportation levels of services adopted in the City’s Comprehensive Plan; responsible for the evaluation of resident requests concerning traffic and transportation engineering issues and providing responses in a timely manner; acts as liaison between the City, other municipalities, Palm Beach County, and the Florida Department of Transportation; and performs other related duties and special projects as assigned. Work is performed under general supervision and direction of the City Traffic Engineer.
Essential Functions
+ Conduct transportation studies, analyses and prepare reports and recommendations on transportation planning and operations issues
+ Develop, maintain and update City’s Vision Zero and Mobility Plans and associated projects
+ Review traffic concurrency and site-specific analyses as part of development reviews and provide recommendations on required transportation improvements to maintain the adopted roadway level of service.
+ Administers and reviews outside consultant contracts for design and project development and in-house projects for Transportation and Mobility Program areas, in accordance with general engineering principles and department policies.
+ Supervises and/or participates in the development of new designs and/or engineering techniques to be utilized for resolving problems encountered within the Traffic Division.
+ Receives, reviews, and investigates requests for traffic mitigation in neighborhoods, signing requests, speed limit adjustments, and safety devices.
+ Provides high level and responsive customer service on sensitive traffic problems and neighborhood concerns.
RELATED TASKS:
+ Represents the city Traffic Division at various community meetings regarding traffic issues.
+ Coordinates activities related to transportation projects in the City’s Capital Improvement Program including consultant selection, contract negotiations and project management.
+ Supervises division personnel.
+ Prepares project status reports and schedules as required.
Financial Responsibilities:
+ Develop annual budget and project needs for transportation planning and mobility areas
Knowledge, Skills and Abilities
Knowledge of:
+ Comprehensive knowledge of the principles, practices, methods, and equipment related transportation planning and complete streets.
+ Expert knowledge and experience with traffic operations, principles, and design practices.
+ Computer and traffic engineering software, including Synchro, HCS and SIDRA.
Skilled in:
+ Conducting transportation planning and mobility studies
+ Managing corridor planning studies, quick-build roadway improvement projects and implementation of complete streets
+ Collaborating different disciplines within the City and other external transportation stakeholders in advancing transportation planning and mobility projects
Ability to:
+ Establish and maintain effective working relationships with City officials, other public officials and representatives, employees and the general public.
+ Communicate technical ideas effectively, both orally and in writing.
+ Prepare and present technical reports.?
Minimum and Preferred Qualifications
+ Bachelor's degree in engineering with major course work in civil, traffic, transportation engineering or related field.
+ Five (5) of progressively responsible experience in traffic or transportation engineering, including project management and design.
+ Three (3) years in a supervisory or lead role overseeing technical staff or consultants.
+ Possession of a valid Professional Engineer (PE) license at the time of hire, with eligibility to obtain Florida PE licensure within one (1) year of employment.
PREFERRED QUALIFICATIONS:
+ At least three (3) years of progressive experience in implementing complete streets projects
SPECIAL REQUIREMENTS:
+ Possession of valid State of Florida Class "E" driver's license with no more than six (6) points in a three (3) year period

CONTINUOUS SERVICE BENEFIT
In recognition of continuous service to the City, as of December 1 each year, eligible employees with more than five (5) full years of service shall receive the following based on their years of service in the month of December:
+ More than 5 but less than 10 full years receive $ 600
+ More than 10 but less than 15 full years receive $ 800
+ More than 15 full years receive $1,000
SICK LEAVE
Employees accrue sick leave at the rate of 8 hours per month. Any hours in excess of 960 will be paid out annually at 50%. Annualy, employees in this benefit group may elect to convert sick leave accrued and not used during the two (2) prior fiscal years to annual leave, not to exceed the annual leave maximum and in accordance with City policy. Upon retirement, employees with a minimum of 5 years continuous service will receive 50% of sick leave balance. HEALTH INSURANCE
The City pays 100% of the premium for employee single and eligible dependent coverabe, if elected, in the Medical Plan. Additionally, the City pays 100% of the premium for employee and eligible dependent coverage in the Dental (DHMO and Basic PPO) and Vision (Basic) plans. Employees may elect additional coverage and contribute the premium required for the buy up Dental or Vision Plans.
OTHER INSURANCE:
Long Term Disability Insurance is paid 100% by City after a 60-day elimination period and providing 60% of current base salary. Term Life Insurance coverage is paid by the City, providing coverage of three (3) times the employee’s current annual base salary.
TUITION REIMBURSEMENT:
Full-time employees are eligible for tuition reimbursement as outlined in the City’s Tuition Reimbursement Policy which is available in Human Resources and subject to the availability of departmental funds.
FUNERAL LEAVE:
In the event of the death of an immediate family member, as defined in the Personnel Rules & Regulations), an employee shall be entitled to paid funeral leave of up to 3 workdays. If it is necessary for the employee to leave the state, up to 5 consecutive workdays shall be allowed.
WORK RELATED DISABILITY PAY
If an employee is injured while acting in the scope of employment and cannot perform work related to their classification, disability leave with full pay minus workers’ compensation benefits may be extended until the employee is able to be assigned work within the City of is judged permanently disabled by the City Physician.
AUTO ALLOWANCE
Employees are provided with $75 per month for an auto allowance, in lieu of a City vehicle.
HOLIDAYS
The City observes 12 recognized holidays and additional floating days which are allocated for the fiscal year beginning October 1, to full time 8-hour a day employees. Employees in this benefit group receive an additional 8 (8 hour) floating holidays per fiscal year.
RETIREMENT PLANS
The City offers two retirement plan options for employees. These will be fully explained prior to employees providing an irrevocable decision to enroll in either the Defined Benefit Pension plan or Defined Contribution 401(a) plan.
Defined Contribution 401(a) Plan
The Defined Contribution 401(a) plan requires a mandatory 5% contribution. The City will contribute twelve (12%) percent of the annual base wages. The vesting period for this plan shall be 100% at four (4) years of service; employees who separate prior to four years of service shall retain 50% of the City’s contribution. Contributed money can be placed into various investments with MissionSquare Retirement, these typically include mutual funds, stocks, bonds, and other securities.
Defined Benefit Pension Plan
Executive Defined Benefit Pension plan requires a mandatory eleven (11%) percent pre-tax employee contribution. The multiplier for this benefit group is 2.35% provided at normal retirement. Members are eligible for normal retirement the earlier of reaching age 65 with at least 6 years of vesting service or reaching age 58 with at least 10 years of vesting service. While an employee contribution is required, the City fund the remainder necessary to guarantee a specific retirement benefit for each employee and assumes the risk of the financial obligation and in accordance with the City Code of Ordinances.
