The State University of New York College of Environmental Science and Forestry (ESF) in Syracuse, NY invites applications for a full-time, Supervising Programmer/Analyst (Manager of Information Systems) to oversee the college's enterprise application systems. This position will report to the Director of Information Technology/CIO and will direct and manage the activities in the Information Systems unit. The successful candidate will have strong communication skills and effectively work with diverse levels of faculty and staff of the college.
Brief Description of Duties:
+ Supervise the staff in Information Systems.
+ Effectively manage and budget the resources provided for maintaining the information systems infrastructure.
+ Provide leadership in the planning, development, and prioritization of short-term and long-term unit goals and objectives for the information systems.
+ Work towards the goals and stability, performance, ease-of-use, security, accuracy, and customer services as related to the area of information systems.
+ Oversee and lead in the further development of the College's core student information system and any relevant/related third-party integrated systems including but not limited to Ellucian Banner, Slate, Constituo, Argos, Automic, BDM (Banner Document Management), ADAP (Active Directory Account Provisioning), DegreeWorks, Ellucian Experience, etc., including all campus data integrations with Syracuse University and SUNY.
+ Evaluate and appropriately accommodate requests for any additional third-part integrations with the student information system.
+ Develop uniform programming and technical standards and lead the development and maintenance of any required custom in-house data applications, specifically in the areas of database development, reporting, and web applications using associated platforms and relevant tools.
+ Collaborate with other IT (Information Technology) units in supporting various technologies such as network protocols, operating systems, system security, encryption, authentication, data storage and protection, etc.
+ Work collaboratively with directors, deans, and chairs of all administrative and academic units, and with IT professionals at Syracuse University, SUNY System Administration, iTec, and SICAS toward producing and supporting systems that foster a more data-aware and data-driven campus to better meet institutional goals.
+ Initiate recommendations for specific policies and procedures related to the Information Systems areas, such as security, access control, and regulatory compliance.
+ Advise CIO in IT issues, specifically pertaining to the information systems at the College, SU (Syracuse University), and SUNY.
Job Requirements:
Required Qualifications:
+ Bachelor's degree required (in a Computer Science or Information Systems - related field).
+ Two years of recent supervisory experience and three years of progressive IT-related work experience in information systems with a focus on application development and system implementation required.
+ Hands-on skills with, and knowledge in, Ellucian Banner, Writing and maintaining PL/SQL (packages, procedures, functions, etc.), Oracle SQL & MS-SQL (extracts, scripts, reports, queries, etc.), and various other SQL requests.
+ Strong leadership skills with demonstrated ability to manage a highly functional group within a large organization.
+ Strong interpersonal skills with demonstrated ability to work cooperatively with unit heads and other leadership.
+ Strong written communication skills with demonstrated ability to communicate effectively complicated or technical information to a potentially non-technical audience.
Preferred Qualifications:
+ Master's degree earned or in-progress preferred, with at least one of the degrees in Computer Science or related area.
+ Experience and familiarity with higher education environment.
+ Demonstrated familiarity with data privacy/security best practices via recent certifications, personal acknowledgements, or recommendations.
Additional Information:
In accordance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act" institutions of higher education are required to prepare an annual report containing information on campus security policies and campus statistics.
