POSITION DESCRIPTION
The City of Rochester welcomes applications for:
Graduate Engineer – Civil Design
Nature of Work
The Graduate Engineer – Design performs technical civil engineering work for public infrastructure projects. Responsibilities include but are not limited to: coordinating engineering design activities and preparing plans for construction projects; performing preliminary survey data collection for the preparation of multiple projects; maintaining design software and files; and other related duties as assigned.
Employees regularly communicate and collaborate with consultants, designers, contractors, sub-contractors, property owners, utility companies, other departments, divisions and others involved in or affected by projects and are required to make independent decisions in resolving most problems but informing the supervisor of unusual or controversial problems.
Pay: The 2025 starting salary $82,338 to $96,868 with advancement to $121,086/annualized.

DUTIES AND RESPONSIBILITIES
The work below is representative of the scope of work performed within this job classification. Individual job duties will vary based on work assignment.
Conduct preliminary planning meetings and studies with teammates, externally contracted consulting engineers, and other interested parties to determine the basic engineering methodology to be employed and basic layout of the proposed capital improvement projects.
+ Collect necessary resource information needed for study. i.e. maps, prior studies, demographics, etc.
+ Review latest concepts and rules and regulations that affect study.
+ Perform study utilizing engineering technicians to maximum extent possible.
+ Calculate and present study to approving authorities or senior staff for approval.
Design capital improvement and other projects involving streets, pedestrian and bike facilities, sanitary and storm sewers, applying appropriate engineering techniques.
+ Design preliminary concepts and plans for review by teammates.
+ Prepare engineer’s opinion of probable costs and feasibility reports.
+ Assist Design Engineer with management of design group’s workload, including assigning plan preparation to engineering technicians.
+ Perform necessary engineering calculations to determine pipe sizes and strengths, pavement designs, etc.
+ Process projects through necessary reviews, permits, etc.
+ Prepare specifications and bid documents.
Review plans for capital improvements engineered by external consulting engineers, other divisions of Public Works, and other departments of the City.
+ Review projects for conformance to standards.
+ Review engineering concepts such as street and streetscape design, traffic design, hydrology, drainage, pipe capacity, etc.
+ Meet with and negotiate changes with developers, consulting engineers, and internal divisions/departments.
Complete administrative functions in the management of programs, management of projects, preparation of budgets, and completion of research/reports.
+ Manage assigned Capital Improvement Program Infrastructure projects.
+ Develop budgets and schedules for public infrastructure programs and projects.
+ Manage the operation, maintenance, and updating of infrastructure related files, maps, programs and plans.
+ Provide critical recommendations relating to project schedules and priorities to ensure projects are completed on time.
Assist with Delivery of Pavement Management Program.
+ Maintain knowledge of software used for pavement asset management to customize pavement management program.
+ Train and develop field inspectors in software and pavement distress assessment.
+ Run comparative analysis modeling based on budgetary constraints to optimize funding for ranking and selection of preservation, rehabilitation, and reconstruction projects.
+ Generate mapping for project and distress database.
Maintain engineering standards.
+ Assist in maintaining file of changes to standards
+ Research and review new products and methodologies.
+ Assist with periodic review of standards with staff, consulting engineers, contractors, etc.
+ Assist with preparation of revised or new standard plans as required.

MINIMUM QUALIFICATIONS
Education and Experience
A Bachelor's degree in Civil Engineering or closely related field from an accredited four-year college or university.
Licenses and/or Certifications
Valid Driver's License
Engineer in Training (EIT) certification
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

University of Minnesota, Erosion and Stormwater Management: Design of Construction SWPPP Design
Coursework in municipal utility design inspection

ADDITIONAL INFORMATION
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of: the theories, principles, practices, and methodology of civil engineering as applied to designing, planning, constructing, and maintaining public work facilities and construction projects; current developments and literature in the field of civil engineering; the laws, codes and regulations relating to the planning, construction, and operation of public works facilities; and Geographical Information Systems (GIS) and their relationship to the functions of a public works department.
Ability to: make complex engineering computations; plan, design, and construct a variety of City projects; read and comprehend federal, state and local laws and regulations affecting assigned work; ascertain adherence to construction specifications and codes by consultants by reviewing plans and specifications; and establish and maintain effective working relationships.
Skill in: the use and/or directing the use of personal computers in performing engineering calculations and studies and in the preparation of construction plans.
