    Job Description

    MINIMUM QUALIFICATIONS

    Education

    + An Associate’s degree in business administration, accounting logistics or a related field

    + In lieu of an Associate’s degree, a High School Diploma or GED and two (2) additional years of experience in receiving and storing property and materials, as a storekeeper, stock clerk, general warehouse inventory control clerk, or property clerk may be considered.

    Experience

    + One year of experience in receiving and storing property and materials, as a storekeeper, stock clerk, general warehouse inventory control clerk, or property clerk.

    Certification/Licensure

    + A valid Driver’s License

     

    Preferred

    Education

    + Training related to property management and the legalities of evidence

    Experience

    + One year of experience in receiving and storing property and evidence in a law enforcement setting.

    Mission Essential Designation

    + In accordance with the Washington Metropolitan Area Transit Authority’s Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

    SUMMARY

    Property and Evidence Clerk receives, records, stores, and safeguards evidence collected from crime investigations and arrests. Prepares records of articles according to chain of custody procedures and maintains evidence database. The Property and Evidence Clerk releases property or evidence being retained to designated party for court presentation or other disposition. Maintains storage facility and coordinates proper disposal of sensitive materials including narcotics, bio-hazardous materials, and firearms. Locates owners and releases property to rightful owner after ensuring proper authorization for release.

    ESSENTIAL FUNCTIONS

    + Handles and processes property and evidence. Receives property and evidence and issues receipts; categorizes and stores property that has been recovered. Maintains security and cleanliness of property and evidence storage area.

    + Ensures property and evidence are received, stored and released while maintaining the chain of custody and other legal requirements. Releases property to rightful owner after ensuring proper authorization for release. Prepares evidence for pending court proceedings. Maintains proper chain of custody records for the evidence or owners’ property.

    + Locates and calls owners of property and releases it to rightful owner, after ensuring proper authorization for release. Determines that the evidence or owner’s property can be appropriately released by the police department.

    + Documents and retrieves evidence or property items from after-hours locker facility.

    + Prepares periodic reports related to evidence and property held by MTPD. Disposes unclaimed property and other property in accordance with federal, state, city, and departmental rules and regulations. Coordinates with other departments and external entities related to evidence and property stored, disposed, and unclaimed.

    + Prepares and maintains detailed and continuous records of evidence and property inventory. Enters information from reports into a computer database. Prepares computer generated Property & Evidence disposal forms for case department law enforcement members review. Maintains evidence and property computer data base recording all transactions from date of receipt to date of disposal. Ensures that all evidence and property inventory data is recorded accurately in the computer database and the proper storage, tracking, and disposal of evidence and property.

    + Coordinates with other law enforcement and non-law enforcement agencies in order to locate evidence and property and assists owners in locating their property.

    + Notifies supervisor of chain of custody and inventory discrepancies in records and of Property & Evidence matters and items. Ensures accountability and records any discrepancies pertaining to evidence and property.

    + Interacts with the public routinely while releasing property and explaining procedures.

    OTHER FUNCTIONS

    + Answers routine telephone inquiries and refers phone calls when appropriate.

    + Medical examination including a drug and alcohol screening (for safety sensitive positions)

    + Review of a current motor vehicle report
