The organizational location: Air Mobility Command (AMC) The primary purpose of this position is: to serve as Civilian Pay Technician providing various financial management functions involving the execution of the installation payroll program. Works with various agencies as payroll liaison to provide civilian pay related support and training to the installation workforce. Responsibilities Serves as focal point and subject matter expert involving all finance-related requirements of the Civilian Payroll System/Timekeeping Program including tracking, reporting and auditing of related civilian pay financials. Serves as an advisor to management by identifying and assessing risk using data analytics for accurate reporting in identifying problems/trends and providing advisory support as to proper methods, techniques, and factors. Researches and analyzes highly complex transactions involving multiple errors from different sources in long-term payroll comps and develops resolutions or recommendations to resolve each individual situation. Serves as intermediate civilian pay administrator providing advice, guidance, and general oversight over lower grade civilian pay administrators. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, GS 0544 series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes providing various financial management functions involving the execution of the installation Civilian Payroll Program. Applies knowledge and skill in the application of related laws, regulations, policies precedents, methods and techniques of financial management. Works with various agencies as payroll liaison to provide civilian pay related customer service support and training to the installation workforce. In addition to having knowledge of extensive and diverse financial regulations, operations, and procedures relating to civilian pay and/or time and leave matters to resolve nonstandard transactions, complaints, or discrepancies; provide advice; or perform other work that requires authoritative procedural knowledge. This knowledge is used to serve as the customer service liaison with the Defense Finance Accounting System (DFAS) on payroll situations involving a broad range of payroll transactions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of various associated financial and accounting systems and software products to support civilian pay responsibilities. Knowledge of generally accepted financial principles regarding pay and leave rules, guidelines, policies, procedures and how to apply these to conduct research efforts to provide responses using payroll program functions within financial and accounting systems. Organizational skills to allow for the appropriately prioritized, effective management of multiple and/or competing requirements. Skill in verbal communication to provide training and briefings that are well articulated, concise and informative and written communication skills sufficient to generate reports, memoranda, and briefing material, which are well organized, grammatically proper and written at a level appropriate for the receiver. Ability to analyze data, computer generated data, reports generated from external and internal sources. Ability to apply knowledge to interpret personnel management rules/practices, recommend approaches or solutions to problems while safeguarding proprietary information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
