    Position Summary

    Lincoln County is currently looking for the right person to fill the role of Veteran Service Officer to assist our local Veterans in obtaining and keeping the benefits they earned through their service. This person will provide the general management, administration, department policy-making, training and implementation, planning and direction of the Lincoln County Veterans Resource Center.

     

    This role is also responsible for promoting, advising, assisting, and counseling veterans and eligible dependents on benefits provided by federal, state and county agencies and laws and facilitate the most seamless access to these benefits through tenacious advocacy.

     

    $69,790.00 - $93,793.00 annually*

     

    *Lincoln County follows Oregon Pay Equity laws in reviewing education and experience for wage offer.

    Essential Functions/Major Responsibilities

    Direct, administer and supervise all activities of the Veterans Service and Resource Center:

    + Report to local, state, and federal partners on veterans’ benefit and transfer receipt data more than $45 million annually.

    + Direct the collection and compilation of veteran statistics and other data as required by local, state, and/or federal direction.

    + Plan and supervise department's personnel including hiring, training, evaluating, promoting, and firing decisions.

    + Ensure appropriate training programs are in place and provided or otherwise solicited.

    + Provide ongoing short-range and long-range planning for the improvement and expansion of veteran service programs, and as mandated by the state and federal government for continued funding of program.

    + Educate the public through meetings and group presentations designed to provide information concerning the needs and cultural considerations of veterans.

    + Direct the preparation of annual plans and reports; evaluate quality of program services.

    Manage and collaborate with federal, state, and local governments and other public/private agencies:

    + Represent Lincoln County Veterans Service’s on boards and task forces designed to advocate and serve veterans’ interests, both disabled and non-disabled.

    + Participate and promote veteran-centric programs within non-profit sector.

    + Provide input into legislative proposals affecting veterans.

    + Work with local, state, and national organizations and agencies in policy and procedure development.

    + Coordinate department services with other agencies and community partners

    + Represent Lincoln County Veteran Service’s to other community, state, and national groups.

    Direct preparation of the annual budget in coordination with County Finance Director:

    + Prepare, submit, analyze, and review annual budget.

    + Responsible for budget administration upon adoption.

    + Maintain expenditure records, exercises expenditure controls over approved budget.

    + Supervise the department's fiscal planning and management.

    + Maintain and reports annual budgets for programs with the Oregon Department of Veterans Affairs.

    + Assign supervision of contracts and MOUs.

    Sources and administers grants:

    + Direct, supervise, and review program plans and grant applications.

    + Seek out grants available for the funding of capital projects and operating needs.

    + Prepare grant applications in accordance with agency regulations and grant requirements to secure funds.

    + Monitor progress of grant-funded programs through to completion.

    + Administer grant agreements and requirements.

    + Responsible for grant reporting and project management.

    Typical Qualifications

    EDUCATION

    Bachelors

    EXPERIENCE

    5 years in Public Administration or program management with 3 years’ experience in veteran related non-profit corporation sector.

     

    Accreditation with a national or state veteran service organization.

     

    Oregon Driver's License required within 30 days of hire.

    Knowledge of:

    + Current federal and state laws relating to all benefits for veterans and dependents.

    + Programs and activities of other agencies rendering services to veterans.

    + Employee rights and standard personnel management rules, regulations, and policies.

    + Legal documents and processes necessary in substantiating benefit claims.

    + Non-profit administration, record keeping and financial reporting.

    Skill or ability to:

    + Supervise and train employees.

    + Tactfully conduct interviews of a personal nature with veterans and their families as a means of obtaining accurate and complete information for Veterans Administration forms.

    + Write accurate, complete records, and make specific recommendations based on that information.

    + Maintain confidentiality of information.

    Lincoln County offers a comprehensive benefit package including vacation, holiday, and sick leave as well as medical, dental, vision which is paid at 90% by the County and 10% by the employee. Other fully paid benefits include life, AD&D, long-term disability insurance. Other optional insurances are available. A 401K retirement plan is also provided. The County's current contribution rate is 11%.

     

    Regular and Trial Service employees working between 20 and 39 hours per week on a regular basis are eligible for pro-rated employee benefits.
