The Budget Work Lead serves as a senior operational leader of the Colorado Department of Higher Education (CDHE) fiscal leadership team. This position works with the Chief Financial Officer (CFO) and Budget Director (BD) to support a comprehensive strengthening of CDHE’s budget operations, fiscal processes, and internal capacity. This role translates strategic fiscal objectives into actionable workflows, provides daily mentorship to budget analysts, and ensures the seamless execution of CDHE’s budget lifecycle, including decision items and fiscal notes.

This position supervises four (4) employees:(3) Budget and Policy Analysts, and (1) Budget and Contract Manager.
Scope of Responsibilities
This is a supervisory position responsible for operational oversight, leading the lifecycle of decision items, fiscal notes, and budget submissions. Team leadership: Supervise four analysts, manage workload distribution, and foster professional growth through structured mentorship. Strategic Collaboration: Work with the CFO and BD to forecast resource needs and assess fiscal risks.

Leadership & Team Management
+ Leadership: Serve as a core member of the Fiscal Leadership Team, aligning daily operational workflows with the Department’s high-level strategic fiscal objectives.
+ Staff Supervision: Provide daily leadership and structured support for four budget and policy Analysts to ensure high-quality, and timely deliverables
+ Workload Management: Develop analyst portfolios and manage the distribution of assignments to maintain workload balance and team execution.
+ Mentorship: Foster a culture of professional growth by providing hands-on mentorship and constructive feedback on analytical rigor and narrative precision.
Budget Development & Oversight
+ Lifecycle Management: Oversee the full lifecycle of Decision Items (Dis), fiscal notes, and other budget documents to ensure smooth internal processing and clear ownership.
+ Operational Touchpoint: Lead the internal DI development and budget submission process, ensuring all products align with CDHE priorities and compliance standards.
+ External Requests: Coordinate the completion of all Office of State Planning and Budgeting (OSPB) and Joint Budget Committee (JBC) requests, including Budget Data Books, Long Range Financial Plans, and Requests for information.
+ Technical Review: Provide technical guidance and quality reviews of analyst work products before they advance through the internal budget process.

+ Portfolio Maintenance: Retain a limited individual budget portfolio to remain technically engaged while prioritizing team leadership.
Strategic Coordination & External Relations
+ Cross-Functional Alignment: Harmonize budget activities across finance, accounting, and procurement to improve accuracy and communication.
+ Partner Engagement: Collaborate with institutional partners, Chief Financial Officers, and counterparts to meet Department objectives and coordinate funding recommendations.
+ Survey & Formulas: Assist the CFO and BD in the maintenance of state’s higher education funding formula and the completion of annual finance surveys (e.g., SHEEO, NASSGAP).
+ Risk Assessment: Work with leadership to forecast resource needs, assess fiscal risks, and prepare strategic recommendations for stakeholders.
Process Improvement & Training
+ Standardization: Develop standardized procedures, work plans, and reference guides to improve consistency and preserve institutional knowledge.
+ Operational Efficiency: Identify and resolve operational barriers to improve data reliability and overall fiscal workflow.
+ Capacity Building: Lead cross-training initiatives and provide structured training on state systems and budget development best practices to increase team resilience.

Qualifications
Education and Experience
Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education:
Bachelor’s degree from an accredited university or college in finance, accounting, public administration or a related field of study.
Substitution: Four (4) years of experience in a related field can replace the education requirement of a bachelor’s degree.
Experience:
+ Two (2) years of experience in the following fields
+ Public policy development and implementation
+ State government or higher education institutional budget development, preparation, and execution
+ Supervision, including staff hiring, performance management, staff effectiveness, professional development and building team culture; including the development of personal and team based long and short-term goals.
Licenses and Certifications:
+ Valid Colorado driver’s license and compliance with all requirements for driving a state vehicle are required throughout the term of employment.
Knowledge of:
+ Standard office practices, procedures, software and equipment, including the use of personal computers, telephones, Zoom, and Microsoft Office (Excel, Word, PowerPoint, Outlook, and Teams).
+ State statutes, rules and regulations, policies, procedures, and guidelines
+ Colorado’s budget and legislative process, state finances, administration and allocation of funds, budget planning and management.
+ Higher education institution financial issues, the Department’s statutory authority, policies, standards and constitutional authority as it relates to higher education.

Preferred Qualifications
Education:
Master’s degree from an accredited university or college in finance, accounting, public administration or a related field of study.
Substitution: Six (6) years of experience in a related field can replace the education requirement of a master’s degree.
Experience:
+ Extensive knowledge of Colorado’s budget and legislative processes, state finances, and the administration and allocation of public funds.
+ Deep understanding of state statutes, rules, regulations, policies, and guidelines relevant to higher education.
+ Proficiency in fiscal rules, GAAP principles, and internal controls.
+ Proven ability to build effective relationships with state-level partners, including institutional Chief Financial Officers.
+ Ability to take the initiative to solve complex operational problems in an innovative manner.
+ Demonstrated skill in thinking critically and applying rigorous reasoning to sensitive fiscal issues.
+ Excellence in both written and verbal communication, particularly when translating executive direction into clear operational plans.

Typical Working Conditions
+ The employee typically works in a standard office environment where the noise level is moderate, and the office has controlled temperatures. Works a 40-hour work week, either remotely, hybrid, or in-office, depending on the arrangement met during employment with the supervisor during normal office hours of Monday– Friday 8:00 am – 5:00 pm.
+ Job duties may occasionally require working extended hours or hours outside of the regular schedule.
+ The position may require periodic in-state and out-of-state travel requiring occasional overnight stays. The position requires the ability to travel independently through the state including overnight stays.
