PURPOSE OF DIVISION
The Security & Badging Division is responsible for developing and maintaining a safe and secure airport environment providing our customers with the service and experience they seek most while traveling. This includes coordinating security related matters with the Transportation Security Administration (TSA), airlines, tenants, emergency relief organizations, law enforcement and stakeholder partners. Inspects facilities to ensure not only compliance with federal security regulations but build upon the HAS customer service by providing a sound security posture and culture. This division is required to effectively identify risk, threats, and vulnerabilities to develop mitigation strategies.
PURPOSE OF POSITION
The Division Manager of Security and Badging maintains the security integrity of the airport and ensures compliance with the Transportation Security Administration (TSA) directives and Airport Security Program (ASP) requirements. This position responds to TSA inquiries and interacts with the Federal Security Director (FSD), Assistant Federal Security Directors (AFSD), airline general managers, and the Houston Police Department (HPD) Lieutenants and Captains. Evaluates and ensures the effectiveness of the airport security program by observing airport security activities and reviewing policy and procedures. This position acts as liaison to the TSA, law enforcement agencies, airlines, tenants, government agencies, and airport staff on issues and programs affecting airport security.
The responsibilities of this position include, but are not limited to:
+ Manages, Trains develops, counsels and evaluates staff performance.
+ Management of the team responsible for aircraft emergency response.
+ Assists in the design and implementation of special systems, plans and projects.
+ Establishes policies, procedures, guidelines and project schedules.
+ Researches, reviews and evaluates new data, reports, products and other information.
+ Acts as liaison to other departments, government agencies and private sector.
+ Reviews, evaluates, selects and implements hardware and software products.
+ Assists departments and general public in obtaining and explaining technical and non-technical information.
+ Drafts and reviews proposed contracts, correspondence, letters of agreements and
+ Manages and negotiates.
+ Prepares and presents reports and studies for management.
WORKING CONDITIONS
The position requires lifting and moving of moderately heavy items, such as barricades, traffic cones, and equipment (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis. There are routine discomforts from exposure to heat, cold, moisture/wetness and unpleasant air conditions. The position may involve routine exposure to soiled materials and chemical substances such as aviation fuel and fluids and cleaning solutions. Requires the ability to make coordinated eye/hand movements within fairly fine tolerance and/or calibration demands; or the ability to make closely coordinated eye/hand movements on a patterned response space within moderate tolerance demands.
•Candidates must be able to obtain all security required badge access including Custom Border Patrol access within 6 months from the hire date."
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.
EXPERIENCE REQUIREMENTS
Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.
A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS
Requires a valid Class C Texas driver's license and compliance with the City of Houston's policy on driving (AP 2-2).
PREFERENCES
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
