The Maintenance Deputy Program Manager supports the Program Manager by providing enterprise-level oversight and strategic leadership for roadway maintenance delivery across Florida’s Turnpike Enterprise. This role may be located in Pompano or Orlando, FL.

     

    Embedded within the Operations Centers, this role maintains real-time situational awareness while remaining intentionally program-focused rather than execution-focused. The Maintenance Deputy Program Manager works on the business—shaping priorities, aligning delivery across regions, monitoring performance, and ensuring that roadway maintenance programs consistently support safety, reliability, customer experience, and asset stewardship.

     

    This position serves as a critical integrator across field operations, contract management, technology, compliance, and emergency management, translating enterprise priorities into coordinated, executable maintenance programs.

    Key Responsibilities

    Program Leadership & Strategy

    • Assist the Program Manager in setting the vision, priorities, and strategic direction for roadway maintenance programs.

    • Provide program-level oversight across multiple Operations Centers to ensure consistent delivery and escalation practices.

    • Support the development and implementation of roadway maintenance initiatives aligned with enterprise goals.

    Operations Center Integration

    • Operate as an embedded strategic leader within the Operations Centers, supporting real-time awareness without assuming day-to-day execution responsibilities.

    • Coordinate roadway maintenance planning and sequencing with construction, traffic operations, and emergency response activities.

    • Serve as a point of integration between Operations Centers, the PMO, contractors, and consultants.

    Oversight of People, Contracts, and Delivery

    • Support oversight and coordination of multidisciplinary staff involved in roadway maintenance delivery, contract management, environmental compliance, technical support, and field operations.

    • Assist with roadway maintenance contract administration, performance monitoring, and issue resolution.

    • Support procurement activities including contract development, scope refinement, and coordination with selection processes.

    Performance, Data, and Technology

    • Support the use and evolution of technology solutions such as CMMS platforms, GIS tools, and performance dashboards.

    • Assist with oversight of work order systems and ensure data integrity across roadway maintenance programs.

    • Analyze performance metrics and trends; contribute to executive briefings, reports, and presentations.

    Compliance, Coordination, and Communication

    • Coordinate responses to public records requests related to roadway maintenance programs.

    • Support permitting activities, plan reviews, and regulatory coordination tied to roadway assets.

    • Assist with documentation, reporting, and communication efforts in coordination with the PMO and GEC staff.

    Emergency Management

    • Participate in emergency preparedness, response, and recovery activities related to roadway maintenance.

    • Serve as a backup representative in emergency operations during major events.

    • Support post-event damage assessment coordination and reporting.

    * Bachelor’s degree in Civil Engineering, Construction Management, or a related field.

    * Minimum of 5 years of supervisory or program leadership experience in roadway maintenance, transportation operations, or infrastructure delivery.

    * Demonstrated ability to coordinate multidisciplinary teams and manage priorities across programs.

    * Strong written and verbal communication skills, including experience supporting executive-level briefings.

    * ICS-300 certification (or ability to obtain).

    * Driver's license with no major infractions with the ability to pass company MVR check.

    Ideally, You’ll Also Have:

    * Registered Professional Engineer (PE) in the State of Florida or ability to obtain by reciprocity.

    * Experience working within an Operations Center or enterprise delivery model.

    * Familiarity with GIS systems, performance dashboards, CMMS platforms, and operations management software.

    * ICS-400 certification.
