JOB SPECIFICS
The Department of Public Health and Environment is seeking a talented individual who has a personal calling to serve the public and protect the environment, for a role which will supervise the Environmental Operations Team. This supervisor will provide leadership and coaching to a team of environmental professionals in a dynamic accredited Public Health and Environment Department. This position will oversee operations of the Washington County North and South Environmental Centers, including yard waste collection sites, and will coordinate interdepartmental solid waste management programs such as satellite hazardous waste generator permits and medication drop boxes.
Responsibilities include overall program and facility oversight, staff support and evaluation, soliciting and directing contracted vendor services, coordinating with other county departments on environmental center building construction and expansion projects, implementing and executing facility operational policies and procedures, managing data, responding to emerging issues, and assisting with program budgets. This supervisor may participate in various stakeholder groups and committees and will inform and educate the public and county leadership about program activities. Strong written and verbal communication skills and are essential to this position, as well as the willingness to regularly provide useful and honest feedback to direct reports, peers, and department leadership. Work is performed under the direction of the Senior Program Manager and alongside department leadership. DESIRABLE EXPERIENCE:
+ Professional experience providing customer service to the public and an understanding of cultural competency, diversity, inclusion, and health equity
+ Professional experience leading and supervising staff or contractors
+ Experience with local government procurement processes such as requests for proposals
+ Familiarity with operational and equipment/facility protocols for the proper management of household hazardous waste
SELECTION TECHNIQUE: Your training and experience will be rated based on the required application material submitted and the top-scoring candidates will be forwarded to the hiring department for further consideration.
HOURS / DAYS: Monday - Friday 8:00 am - 4:30 pm. Occasional evenings and weekends may be required. Limited telework options may be possible with this position.
ANTICIPATED HIRING RANGE: $90,105.60-$106,610.40 Annually

JOB SUMMARY
The Environmental Program Supervisor protects public health and the environment by determining problems and finding solutions that eliminate hazards affecting the health of the environment or population by developing, promoting, evaluating environmental health programs, assessments and education within the community.
EMPLOYMENT CRITERIA
MINIMUM QUALIFICATIONS: This position requires a Bachelor's degree in public health, environmental health, industrial or occupational safety, physical, chemical or biological science, or related field and five (5) years of full-time professional environmental experience, with a minimum of one full-time year as a lead worker, or equivalent. A Master's degree in public health, environmental health or physical/biologic science areas is desirable and may substitute for one year of experience.

DUTIES & RESPONSIBILITIES
Provide program oversight:
• Perform all functions of a Senior Environmental Specialist;
• Assist with negotiating and preparing contracts with service providers;
• Monitor service quality of contractors and recommend changes;
• Develop and implement program service standards, policies and procedures;
• Monitor program-related legislation, rules, and regulations and impacts on programs;
• Monitor and evaluate program and/or grant compliance;
• Evaluate and recommend management systems and program equipment;
• Oversee information management/electronic record systems related to program assignment;
• Collect, analyze and interpret program data including statistical, narrative and anecdotal reports, staff input and other information;
• Prepare program/unit annual work plans and monitor progress, achievements, and outcomes;
• Implement performance measurement and quality improvement processes;
• Represent department on state and regional workgroup, task force, or committees on program-related issues;
• Assure the implementation of County policies, procedures, rules, and regulations;
• Assure the implementation of state operating rules;
• Perform other duties as assigned
• Oversee investigation of complaints, documentation of conditions, and issuance of corrective orders within the program;
• Plan and develop environmental program initiatives in collaboration with local, regional and state agencies;
• Plan, coordinate, and evaluate the delivery of services to regulated facilities, businesses, community groups, local government agencies, and other agencies;
• Educate individuals and organizations on the meaning, purpose, and benefit of environmental public health laws and how to comply;
• Conduct and monitor environmental public health enforcement activities and coordinate notification of violations among appropriate agencies;
Supervise staff:
• Interview and make staff recommendations;
• Create and manage work schedules;
• Provide work direction and review work for accuracy;
• Develop and facilitate staff training;
• Provide leadership and direction to teams and individual staff;
• Integrate the organization's mission into the department's day-to-day business;
• Guide staff through changes in laws, processes, services or programs;
• Respond to grievances or special issues;
• Conduct performance reviews;
• Identify, promote, and implement employee engagement opportunities.
Support program budgets:
• Assist with annual budget preparation for assigned programs;
• Project and monitor expenses and revenues;
• Evaluate and assess technology, materials, equipment and staff needs;
• Participate in the development of program grants or funding opportunities;
• Authorize service expenditures.
WORK ENVIRONMENT
Work performed is semi-sedentary in nature, and typically performed within the Government Center or a satellite office or other field work location. Lifting requirement of up to 25 pounds on an occasional basis. Equipment used may include, but is not limited to, computer, calculator, telephone, camera, and copy/scanner/fax machine.
Must have means of reliable transportation for business purposes; individuals operating a motor vehicle for county business must possess a valid driver's license.
Work interruptions are frequent. There is some pressure associated with dealing with individuals who may be emotionally charged and with project or activity deadlines and details. May involve exposure to environmental conditions, including but not limited to, infectious diseases, vermin, dangerous animals, hot, cold, noisy, wet, filthy, dirty or dusty conditions, disagreeable odors, hazardous materials, physical hazards, or hazardous equipment. Employee may encounter reluctant, angry, aggressive, or threatening people and may be assigned to be on-site during disaster/emergency response and recovery operations.
