This job is a full time, benefited position in Adult Education that reports to the Executive Director of Adult Education.
Salary – $48,880/YR
Minimum Qualifications (Job Code 40220): Associates degree in accounting or a related field *and* Three (3) years of professional level experience *and* demonstrated proficiency in Microsoft Office software • Experience may substitute for the degree on a year-to-year basis
Preferred Qualifications:
Bachelor’s degree in a related discipline, preferably Accounting, or a minimum of five years of experience in grants management or adult education, including accounting and/or purchasing responsibilities. The ideal candidate will possess knowledge of office management practices and procedures and demonstrate the ability to compose and prepare accurate reports, records, and correspondence. Proficiency in the use of standard office equipment and business applications is required, along with strong interpersonal skills and the ability to work professionally with a diverse range of constituents. The candidate must be able to research, learn, and implement new technologies and demonstrate the ability to analyze and interpret data. Experience with GALIS and the State of Georgia purchasing system is preferred. Intermediate to advanced proficiency in Microsoft Excel and Microsoft Word is required.
Job Description Summary:
Under general to limited supervision, this position manages a variety of fiscal and administrative support functions for the Adult Education Division. Responsibilities include professional accounting duties and budget development and monitoring, as well as administrative and operational functions such as contract administration, records management, cost analysis, and related activities. The role also provides direct administrative and operational support to the Executive Director of Adult Education.
This position requires great attention to detail in deciphering and figuring complex data.
Duties/Responsibilities

Manages a variety of complex operational functions. Examples may include accounting, budget, contracts, records, planning/management analysis or other areas
• Conducts comprehensive clerical research using a variety of resources to complete, prepare, assemble, process, and/or generate reports and other documentation, or to respond to inquiries, questions or requests; Uses computer software as a tool for performing clerical assignments.
• Meets monthly with the business office to manage and balance budgets.
• Communicates regularly with Adult Ed leadership regarding budget and projections.
• Contacts the state office regarding budgets, amendments and funding sources.
• Maintains detailed records regarding expenses and balances on a daily basis.

Manages the recording of financial/grant activity in accounting systems and sub-systems and the reconciliation of accounting data and transactions. Prepares or directs the preparation of accounting and financial reports.
• Applies generally accepted accounting principles in the design of accounting systems and the recording of financial activity.
• Correctly analyzes accounting data and transactions for application of appropriate theory and judgment and conformity with specified principles, measurement focus, policies and regulations.
• Determines appropriate corrective action to take when faced with discrepancies.
• Prepares or directs the preparation of accurate and timely reports of accounting and financial activity.

Develops, monitors, and maintains budget and/or financial records for administrative operations.
• Maintains financial records according to established guidelines, including grant assurances.
• Monitors expenditures to ensure conformity with budget category limits. Identifies potential cost variances requiring reallocation of resources or identification of additional resources.

• Establishes and properly prioritizes appropriate goals and objectives for assigned functional areas.
• Develops and maintains effective internal control structures for assigned functions.
• Regularly reviews operations for compliance with applicable regulations and standards.
• Makes appropriate procedural changes as needed to improve effectiveness, efficiency, and compliance.
• Provides support to administrative staff/faculty and maintains supplies, equipment and/or facilities and operates effectively within the organizational structure.
• Works with the business office to comply with travel regulations. Verifies travel reimbursement statements and delivers to the business office.
• Follows up with reimbursements.
• Reconciles monthly business reports.
• Final purchasing for FY end.
• Final projections for FY end.
• Completed all TCSG training as assigned for budget and financial responsibilities.
• Completed all Gwinnett Tech training as assigned for HR compliance, purchasing, travel and talent acquisitions.

Prepares, audits and processes payroll. Monitor expenditures.
• Performs adequate research and compiles accurate status reports of full-time and part-time payroll.
• Compares payroll expenditures with projected budgets and correctly ascertains potential for cost overruns or other budget problems.
• Reports potential budget problems to appropriate staff in a timely manner.
• Recommends realistic and effective solutions to budget variances following appropriate guidelines
• Books travel and assists with travel and expense reports for employees.
• Creates PO’s for travel expenses.
• Manages payroll forms and calculates hours paying attention to supporting documents
• Creates time sheets.
• Communicates with HR to meet monthly payroll deadlines.
• Resolves discrepancies with payroll by working with HR, the business office and employees.
• Processes travel reimbursement paperwork and coordinates with the business office.
• Processes PAR’s, key requests, employee process forms, job vacancy requests and other HR related forms.

Prepares and analyzes operational statistics, reports, or other data.
• Properly determines reporting needs for assigned operational functions and devises reporting methods. Regularly reviews reporting mechanisms for effectiveness and efficiency.

• Draws accurate and logical conclusions from data. Reports data and conclusions as needed
