Position:
The Idaho Department of Environmental Quality (DEQ) is hiring a Senior Onsite Wastewater Analyst 4 for the State Office in Boise.
Salary Range: $37.00-$40.00
Responsibilities:
• Manage the Technical Guidance Committee (TGC) and Technical Guidance Manual (TGM):
- Facilitate TGC meetings, including generating and distributing agendas and preparing minutes.
- Present alternatives and changes to the TGM for TGC review and approval.
- Incorporate changes and additions approved by the TGC into the TGM.
- Ensure the TGM remains consistent with IDAPA rules related to subsurface sewage disposal.
- Provide technical support for a range of internal and external clients, including health district staff, septic installers, service providers, regional office staff, and owners and manufacturers of onsite systems.
- Provide training for staff, installers, and licensed pumpers when requested by the health districts.
- Provide guidance on septage land application and technical support.
- Maintain a list of approved septic tank pumpers on the DEQ website.
- Conduct annual audits of individual health district sewage disposal permitting programs. Generate an annual report for each district and a summary report of all district audit results.
• Guidance development and bureau support:
- Generate guidance memos and other documentation on policy decisions and implementation to support the onsite program.
- Support negotiated rulemaking efforts for the Wastewater Compliance Bureau.
- Provide general support as requested for division administrator, bureau chief, or other division staff.
• Grant administration:
- Prepare annual grant work plan.
- Prepare biannual reports.
- Work with the DEQ Fiscal Office on grant work plan and reports.
Minimum Qualifications:
Possession of a Bachelor's degree in the physical or biological sciences, Political Science, Business or Public Administration, Engineering, or related natural resources management field OR Education and/or experience equivalent to a typical four (4) year Bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties such as planning, research, regulatory development and/or implementation of components of environmental programs or media for at least two (2) years can substitute for one (1) year of college. AND At least six (6) years of professional experience providing management, technical assistance, resource allocation, and policy interpretation to staff, special interest groups and the public. OR Possession of a Master's degree in any of the above fields AND at least four (4) years of professional experience providing technical assistance, allocating resources, managing and/or developing programs; and interpreting policy to staff, special interest groups and the public.
Required Specialty Minimum Qualification
DEQ 3123 - Interagency Coordination
Requires at least two (2) years of experience leading committees or work groups involving federal, state, or local government representatives to collaboratively plan and implement statewide activities; or three (3) years of experience successfully implementing interagency collaborative projects involving the collection and management of water quality data.
Desired Specialty Minimum Qualification
DEQ 3025 – Wastewater
Experience demonstrating considerable knowledge of Wastewater, Water and Waste Management that has been gained through possession of a college degree in Civil Engineering, Environmental Engineering, Environmental Science, Biology or closely related field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor’s degree and two years full-time work experience in drinking water or wastewater management such as: reviewing, designing or implementing drinking water or wastewater treatment and conveyance systems, source water protection and development plans, engineering reports/facility plans, point source discharge permits, water quality certifications and municipal solid waste or biosolids disposal facility plans. Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; and/or Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education.

• Ability to lift 30 pounds when working with file boxes.
