The Department of Health and Welfare is hiring a Chief Technology Officer in our downtown Boise office. Reporting to the Chief Information Officer (CIO), the Chief Technology Officer (CTO) provides strategic technical leadership for the Department of Health and Welfare’s information systems, enterprise architecture, and technology planning functions. The CTO translates strategy into technical execution, ensuring that systems, integrations, and data platforms are secure, scalable, and aligned with statewide IT direction and business needs. The CTO provides people leadership across technology functions, directing how the Department designs, selects, and implements software solutions. The CTO collaborates closely with other technology leaders and acts as Deputy Administrator within the IT Services Division.
This position is not eligible for telework.

EXAMPLE OF DUTIES:
+ Partner with the CIO to translate DHW’s technology vision into standards, patterns, reference architectures, and road-maps; advise divisions on adoption.
+ Support architecture governance as a capability (e.g., ARB, decision records) and align DHW guardrails with ITS strategy and services.
+ Coach divisions on modernization: assess technical debt, recommend refactor/replatform/retire/replace leveraging ITS-managed platforms; maintain migration playbooks.
+ Assist with divisional business case development (ROI, TCO, M&O, risk, funding alignment); review assumptions and benefits-realization plans.
+ Facilitate transparent intake and prioritization; enable divisions to communicate fiscal constraints, grants/funding cycles, etc. to support effective collaboration; publish outcome dashboards.
+ Translate complex solutions into plain-language briefs, diagrams, ADRs, and one-pagers; lead demos linking choices to outcomes, risk, and cost.
+ Lead team(s) with a consultative posture—set goals, clarify roles, establish operating rhythms, remove impediments, and model cross-team collaboration.
+ Collaborate closely with the Application & Data Manager to ensure that developed solutions align with enterprise architecture and design standards.
+ Publish and maintain DHW-wide technology standards, patterns, and reference architectures (APIs, data governance, privacy/security, DevSecOps, NFRs, observability, cost control, etc.).
+ Represent DHW—jointly with the CIO—in statewide/interagency forums to harmonize standards, coordinate with ITS, and share best practices.
MINIMUM QUALIFICATIONS:
You must possess all the minimum qualifications below to pass the exam for this position. + Good knowledge of business/public administration. Typically gained by a bachelor's degree in Business Administration or Public Administration or a closely related field AND two years of professional work experience in the field OR completion of upper division coursework or equivalent vocational training AND four years professional work experience in either field.
+ Considerable knowledge of current industry trends, products, and services in information systems, processing equipment, and software. Typically gained by at least five years of progressively responsible experience in the information technology (IT) field within the last ten years.
+ Experience managing a professional information technology staff through subordinate supervisors. Typically gained by at least three years managing a professional information technology staff through subordinate supervisors.
+ Experience requiring currently accepted principles and practices in the areas of: systems analyses, technical support, and operations of various hardware and software platforms including legacy systems local and wide area networks, distributed client/server architectures Relational database management systems design and development, technology architecture and information engineering, data modeling, and establishment and administration of standards and conventions. Typically gained by at least five years of progressively responsible experience in the information (IT) field within the last ten years that included performing or directly supervising each of these functions. Your response must identify your skills in each area.
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
+ Serving in a leader-of-leaders capacity spanning a wide variety of operational and technical disciplines. Typically gained by at least 3 years experience.
+ Demonstrable success driving the modernization of complex enterprise applications. Typically gained by at least 3 years experience.
+ Working in IT with a software emphasis. Typically gained by at least 10+ years experience.
+ Serving as a senior member of an IT organization. Typically gained by at least 5+ years experience.
