    Role Overview:

    Purpose of Position/Summary:

    Disabled Veterans’ Outreach Program specialists will provide individualized career (intensive) services and facilitate placements to meet the employment needs of Veterans, prioritizing service to special disabled Veterans, other disabled Veterans, and other categories of Veterans in accordance with priorities determined by the Secretary of Labor. These duties are outlined in 38 U.S.C. 4103A(a).

     

    Disabled Veterans’ Outreach Program specialists are an essential part of and fully integrated into the WorkOne / American Job Center network. They are included among the WorkOne / American Job Center partner staff, which consists of all staff employed by programs or activities operated by WorkOne / American Job Center partners listed in 29 U.S.C. 2841(b) that provide online and/or in-person workforce development or related support services as part of the workforce development system. Other WorkOne / American Job Center partner staff members include staff of Workforce Innovation and Opportunity Act, Wagner Peyser, and other WorkOne / American Job Center network partner programs.

    Essential Duties:

    Disabled Veterans’ Outreach Program specialists must provide individualized career (intensive) services to eligible Veterans and eligible spouses to meet their employment needs, prioritizing service to special disabled and other disabled Veterans, as defined by 3$ U.S.C. 4211, and to other eligible Veterans in accordance with priorities determined by the Secretary.

     

    USC Title 38, Chapter 41, Section 4103A 4103A requires that Disabled Veterans’ Outreach Program specialists provide individualized career services (intensive services) and facilitate job placement to Veterans with significant barriers to employment (SBE).

     

    The statute also requires that Disabled Veterans’ Outreach Program specialists place maximum emphasis on assisting Veterans who are economically or educationally disadvantaged. Intensive services provided by the Disabled Veterans’ Outreach Program specialists are provided to both unemployed participants who require such services to obtain employment and to employed participants who require such services to obtain or retain employment leading to self-sufficiency.

     

    Disabled Veterans’ Outreach Program specialists must limit their activities to providing services to eligible Veterans and eligible spouses who (a). Meet the definition of an individual with a Significant Barrier to Employment (SBE), specifically defined in DOLVETS Veteran Program Letters, or (b). Are members of a Veteran population identified by the Secretary under 38 U.S.C. 4103A(a)(1)(C) as eligible for DVOP services.

     

    This guidance is meant to limit the number of eligible Veterans and eligible spouses who Disabled Veterans’ Outreach Program specialists serve. Limiting Disabled Veterans’ Outreach Program specialists to serving only the Veterans and eligible spouses who meet the criteria in paragraphs (a) and (b) above will ensure that the Disabled Veterans’ Outreach Program specialists are serving the specific population of eligible Veterans and eligible spouses prioritized by 3$ U.S.C. 4103A. It will also ensure that Disabled Veterans’ Outreach Program specialists are better able to fulfill their primary responsibility of providing intensive services to all the people they serve.

     

    While the Disabled Veterans’ Outreach Program specialists’ provision of intensive services to these Veterans and eligible spouses may include some core services, serving a more limited population will allow Disabled Veterans’ Outreach Program specialists enough time to devote a majority of their time to providing Individualized Career Services (intensive services).

     

    The Disabled Veterans’ Outreach Program specialists works directly with Veterans and eligible persons who have significant barriers to employment, as identified in 38 USC 4103A(a)(1). The services provided by a Disabled Veterans’ Outreach Program specialists are referred to as individualized career services but were once called intensive services. These services include, but are not limited to:

     

    + Comprehensive assessment interviews

    + Career guidance services

    + Individual Employment Plans (IEPs)

    + Staff-assisted job search activities

    + Labor Market Information (LMI)

    + Basic staff-assisted career services

     

    Disabled Veterans’ Outreach Program (DVOP) specialist shall perform only duties related to meeting the employment needs of eligible Veterans and shall not perform other non-Veteran-related duties that detract from the DVOP specialist’s ability to perform the duties related to meeting the employment needs of eligible Veterans.

     

    Some other responsibilities that Disabled Veterans’ Outreach Program specialists have are case management, outreach services to Veterans, and group job counseling, which differs from licensed counseling. It is important that a Disabled Veterans’ Outreach Program specialists establish a strong rapport and relationship with the Veterans they serve, to provide them the best services possible to help them reach their employment goals.

     

    USC Title 38, Chapter 41, Section 4103A 4103A requires that Disabled Veterans’ Outreach Program specialists provide individualized career services (intensive services) and facilitate job placement to Veterans with significant barriers to employment (SBE).

    Job Requirements:

    Education and Experience

     

    + High School Diploma or GED; or

    + 4 years in customer service including one of the following: sales/advertising, marketing, human resources, event planning, or

    + 2 years military leadership experience: supervising personnel, recruiting and retention, career counselor, administrative clerk, leadership roles.

     

    Technical Proficiency

     

    + Basic computer skills required.

    + Microsoft Programs: Word, Excel, PowerPoint, Outlook preferred.

    + Utilize State’s current client services program.

    + Internet for research into labor market information, Veteran programs, services and social media (Example: LinkedIn).

     

    Prior Military Experience

     

    + 38 U.S. Code § 4103A - Disabled Veterans’ Outreach Program specialist (DVOP)

    + The State shall, to the maximum extent practicable, employ qualified veterans or eligible persons to carry out the services referred to in subsection (a). Preference shall be accorded in the following order:

    + Special disabled veterans.

    + Other disabled veterans.

    + Other eligible veterans in accordance with priorities determined by the Secretary taking into account applicable rates of unemployment and the employment emphases set forth in chapter 42 of this title.

    Difficulty of Work:

    Incumbent uses a variety of methods in order to place clients in jobs within the community. The Disabled Veterans’ Outreach Program specialists uses techniques of counseling, job development and placement, and must apply and adapt these techniques to fit the situation. On many occasions, the circumstances surrounding each case are difficult and have conflicting aspects. The incumbent must be able to understand and apply complex policy and program features and eligibility requirements.

    Responsibility:

    The incumbent has the final authority for determining the job readiness of each customer and appropriateness for referral to training and other programs, services, and agencies. Such determinations are not routine, vary with individual cases, are based upon agency guidelines and counseling practices. Unusual problems are referred to the supervisor at the incumbent’s discretion, and the incumbent may confer with the supervisor or other specialists on difficult cases. Work is reviewed on a spot basis for compliance with agency policy.

    Personal Work Relationships:

    This position works closely with the WorkOne / American Job Centers’ Business Services Team, Local Veterans’ Employment Representatives, Regional Workforce Investment Boards, community and Veteran organizations, educational institutions, Veterans Administration, State of Indiana Vocational Rehabilitation and other governmental offices and staff. In addition the Disabled Veterans’ Outreach Program specialists must develop and maintain a relationship with local and regional management as the Jobs for Veterans State Grant Veteran’s Representative. The incumbent must work closely with WorkOne partners, supervisors and committees in the development of WorkOne Center policies and procedures as they pertain to Veteran services. Disabled Veterans’ Outreach Program specialists must relate to all WorkOne Center staff, so that they are thoroughly informed about the Jobs for Veterans State Grant and other Veteran programs, and are aware of their responsibility in ensuring that Veterans are provided the priority service to which they are entitled to as specified by law.

    Incumbent works in an office environment with occasional travel to outside agencies, Veteran community partner organizations and other office settings.

    Salary Statement:

    The salary for this position traditionally starts at $42,900.00 but may be commensurate with education or work experience.

     

    A Day in the Life:

    The essential functions of this role are as follows:

    + Responsible for enrolling Veterans with significant barriers to employment (SBE) into a case management system including interviewing, completing an objective assessment, and creating an individualized employment plan (IEP).

    + Identify and determine the appropriate career route for each SBE Veteran and the services needed.

    + Responsible for outreach activities to identify new SBE Veterans by working with Veteran organizations.

    + Actively visit communities in search of SBE Veterans and provide potential resources.

    + Refer SBE Veterans to partner services for training in different career areas.

    + Work with Veteran organization and grant programs to establish resources and collaborate partners for Veteran’s individual needs.

    What You'll Need for Success:

    You must meet the following requirements to be considered for employment:

    + Must have a High School Diploma or a High School Equivalent (HSE).

    + Served on Active Duty for a period of 180 days and received a VA service-connected disability rating.

    + The ability to utilize basic computer skills including Microsoft Office applications (Word, Excel, PowerPoint, and Outlook).

    + The ability to communicate effectively and speak publically to present information and interview Veterans.

    + The ability to learn all VA program offerings by the State of Indiana and the local job centers.

    + The ability to provide quality customer service.

    + The ability to conduct internet research such as labor market information, veteran programs, services, and social media (Example: LinkedIn).

    + Able to perform essential functions with or without reasonable accommodation.

    You must satisfy the following requirements to continue employment:

    + Upon hire complete all DOL-VETS required training as defined by the National Veterans Training Institute (NVTI) within 18 months.​
