    The Department of Children, Youth and Families (DCYF) is hiring an Investigation Specialist who will be responsible for workplace misconduct investigations that includes, but is not limited to employee misconduct, discrimination, harassment, retaliation, workplace conflict, and performance related complaints. This role will also be responsible for training leaders on investigation policy, procedure, and best practices.

     

    This position will also analyze investigation trends, identify systemic issues, and contribute to proactive risk mitigation strategies that align with the DCYF’s mission, collective bargaining agreements, and regulatory obligations.

    Responsibilities may include:

    + Investigate complaints of discrimination based upon protected class listed in the Minnesota Human Rights Act, Title VII of the Civil Rights Act of 1964 and amendments, and DCYF non-discrimination policy.

    + Investigate all HR/LR policy violations, misconduct, and performance-related complaints for supervisor and individual contributor level staff.

    + Design and facilitate agency wide training on policy interpretation, documentation practices, and informal conflict resolution process in partnership with EOAD, HR, and Compliance.

    Minimum Qualifications

    _**To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.**_

     

    Three (3) years* of experience conducting employment misconduct investigations related to equal opportunity laws, human resource policies, or conducting civil rights investigations laws, regulations, and practices.

    Experience must demonstrate the following:

    + Training in or experience conducting investigations and performing mediation and/or other forms of dispute resolution.

    + Conducting full-cycle workplace investigations, including intake, complainant and respondent interviews, witness interviews, evidence review, analysis, and written findings.

    + Knowledge and/or experience with legal research and investigation strategies necessary to conduct complex investigations.

    + Knowledge of affirmative action, equal opportunity, civil rights, and Americans with Disabilities Act (ADA).

    + Establish, organize, and maintain record keeping systems and procedures.

    Applicants who meet the above experience requirements will be further evaluated based on the following during the interview process:

    + Ability to identify legally relevant facts and apply relevant law and policies to facts.

    + Strong research skills, written, and verbal communication skills, and attention to detail to support decision making and effectiveness.

     

    _*Bachelor’s degree in human resources, organizational management, law, public policy or related field may substitute for one (1) year of experience. Master’s degree in human resources, organizational management, law, public policy or related field may substitute for eighteen (18) months of experience._

    Preferred Qualifications

    + Five (5) years professional experience conducting employment misconduct investigations.

    + Juris Doctor (J.D.) or similar law degree from accredited law school.

    + EEO Investigator Certification or/other EEO related certification.

    + Variety of experiences working effectively with others from different backgrounds and cultures.

    + Fingerprinting check (MNJIS/CJIS)

    + Driver’s License Check
