    Summary You will serve as an AIRCRAFT EXAMINER (PROGRESSMAN) in the EXAMINATION AND EVALUATION BRANCH AND WORKLOAD SCOPE DETERMINATION DIVISION of FLEET READINESS CENTER SOUTHWEST. The incumbent will perform a variety of technical duties to assure aircraft maintenance work requirements in the assigned aircraft examiner shop are progressing as expeditiously as possible. The duty location of this position is Naval Air Station, San Diego, CA. Responsibilities You will serve as the aircraft examiner point of contact for production matters to the Integrated Production Team. You will follow up on work projects, observing delays or anticipated delays, determining causes, and taking or recommending corrective action. You will report detailed status of specific jobs to the EandE/PandE Supervisor, Production Line Manager, and/or Deputy IPT Lead on a regular basis. You will coordinate with various sources to expedite the work, e.g., expedites delivery of materials from supply to shop or assembly points. You will use trade knowledge and experience to develop and document a workflow for sequential tasks of complex jobs that ensures timely and cost-effective use of resources. You will prepare cost and time estimates and create work plan specifications in Maximo® documenting requirements and associated cost. You will recommend changes in procedure, setting up of additional machinery, and use of additional or different equipment, where appropriate, to facilitate work and meet scheduled dates. You will analyze, prepare, and submit data necessary to develop and maintain project management progress, tools, materials, supplies, etc. You will perform necessary liaison/coordination work within shop and with other supporting shops within the organization. You will perform all other duties as assigned. Requirements Conditions of Employment Qualifications Although a specific length of time and experience is not required for most trade and labor occupations, you must show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. This job has a screen-out element which will be used to determine minimum eligibility for this job. The Screen-out Element for this position is: ABILITY TO DO THE WORK WITHOUT MORE THAN NORMAL SUPERVISION performing duties such as: 1) Planning electrical installation projects and electrical/electronic related corrective maintenance; 2) Performing analysis of work requests (i.e. Maximo®) using historical data, blueprints, engineering instructions, original equipment manufacturer (OEM) manuals and on-site inspection(s) in order to plan the material, equipment, specialized tools, labor and other resources required to accomplish the work in the most timely and cost-effective way possible; 3) Working on plant improvement and modernization projects which include the fabrication, installation, alteration, modification, upgrading, repair and testing of electrical or electronic systems and equipment; 4) Determining if multiple trades or shops are involved and if the work is a series of simultaneous or sequential operations; 5) Establishing estimated time standards for each job segment to coincide with the mandatory completion date for the total job; 6) Preparing an itemized list of material, equipment, specialized tools, etc. needed for work plan execution and initiating material procurement; and 7) Selecting the appropriate procurement vehicle for sourcing of materials and referring to parts lists, manufacturer's catalogs, material specifications and similar sources for cost and availability. Incumbent may be exposed to dirt, dust, noise, and grease during examinations. High-risk environment requires expanded safety precautions relating to aircraft, fumes, toxic chemicals and material handling activities.
