    Summary The primary purpose of this position is: To serve as an United States Central Command (USCENTCOM) Directorate Resource Advisor atperforming a variety of budget analyst functions involving the formulation, justification, execution, and/or analysis of budgets for a HQUSCENTCOM Directorate. Responsibilities Formulates, justifies, coordinates, presents, and executes the Directorates annual and/or multi-year budget. Independently performs budgetary, administrative, and statistical analyses to support the development of consolidated budget requests for the Directorate and its components. Monitors and coordinates budget activities of subordinate offices, including tracking fund distribution, reconciling commitments/obligations, and supporting appropriate use of open or expired funds. Ensures an audit trail substantiates the obligation and expenditure of funds; establishes and maintains systems to track expenditures relative to funding activities. Manages Directorate travel budget planning and execution, reviewing estimates and expenditures to ensure accuracy and compliancewith relevant directives. Develops and presents information and recommendations in support of various reports and briefings; identifies trends/patterns to substantiate conclusions. Utilizes automated budgetary systems to accomplish budgeting assignments, including data entry, tracking, and financial analysis.Periodically performs quality checks of automated system databases to ensure accuracy, validity, and alignment with regulatoryrequirements. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the concepts, practices, principles, laws, regulations and policies of budgeting for a substantive national program or agency business area and expenditure of federal funds, and detailed knowledge of program objectives as they relate to assigned programs or business areas; expert planner, analyst, and advisor to management on program cost analysis, annual multi-year and long-range fiscal/program planning, and/or commercial issues for key programs, and comprehensive knowledge and understanding of the budget formulation process in order to assure that budget forecasts estimates, and submissions conform to requirements, guidelines and financial objectives of assigned funds. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for substantive programs; and Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to USCENTCOM programs/organizations. Knowledge of the Department of War (DoW) Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents, including DoW and the Combatant Command Support Agency (CCSA) budget and financial management regulations, OMB Circulars, and Congressional legislation. Knowledge of automated management data systems and MS office applications. Skill in the application of methods and techniques to analyze and evaluate the effects of changes in program plans and funding. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems; and Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
