    Job Description

    This position is open to applicants who are permanent in the Administrative Contract Specialist title or eligible for appointment from the Open competitive Administrative Contract Specialist list. This position is also open to qualified persons who are eligible for the 55a program.

     

    The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.

     

    The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of Community-Based Organizations (CBOs). DYCD administers federal, state, city, and private funds to support high-quality programs that positively impact youth and communities.

     

    Under the direction of the Director of Grants Management & Revenue (GMR), and with latitude for independent initiative and judgment, the Deputy Director will oversee the review, verification, and evaluation of contract-related expenditures to ensure they comply with federal, state, and city regulations and can be appropriately claimed for reimbursement. The Deputy Director will supervise a team of Revenue Analysts responsible for analyzing contractor budgets and expenditures, preparing claims, and supporting oversight and audit readiness.

    Duties include but are not limited to:

    - Oversee the review and verification of contract-related expenses, ensuring that claimed expenditures are allowable, properly documented, and compliant with contract terms and regulatory requirements.

     

    - Supervise professional staff engaged in contract analysis, including evaluation of budgets, invoices, payment records, and supporting documentation submitted by contracted providers.

     

    - Analyze contractor fiscal practices and performance, identifying inconsistencies, financial risks, or noncompliance that affect revenue claiming or audit outcomes.

     

    - Evaluate and interpret federal, state, and city rules, regulations, contracts, and budgets to ensure correct allocation and claiming of contract expenditures.

     

    - Develop and implement internal controls and systematic review procedures to improve expense verification, contract monitoring, and claiming accuracy.

     

    - Ensure the preparation and submission of revenue claims, including the review of supporting documentation to confirm that expenditures align with approved budgets and allowable cost categories.

     

    - Review contract budgets, cost categories, and spending patterns to verify that contractor expenses align with approved financial plans.

     

    - Prepare and present fiscal and contract performance reports to leadership and oversight entities, summarizing contract expenditures, claiming progress, audit findings, and financial trends.

     

    - Serve as a liaison to State and Federal oversight agencies, coordinating fiscal reviews, audit responses, and inquiries related to contract spending and revenue claiming.

     

    - Participate in agency planning and provide recommendations, including improvements to contract cost allocation, expenditure monitoring, documentation standards, and revenue claiming

     

    processes.

     

    - Support oversight of DYCD’s Capital Budget contracts, ensuring that expenditures align with approved scopes and fiscal guidelines.

    Qualifications

    1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or

    2. A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or

    3. A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.
