    Duties Description This posting is for a Public Health Program Nurse (PHPN) position in the Perinatal Health and Home Visiting Unit (PHHVU). This unit is part of the Bureau of Perinatal, Reproductive, and Sexual Health (BPRASH). In this position, the PHPN will serve as clinical subject matter expert related to perinatal and infant health and will focus on promoting and protecting the health of communities across the state. The PHPN is an essential team member in the unit, working to oversee multiple perinatal home visiting programs across New York State, and promoting maternal and infant health programs through various initiatives. These programs work to improve maternal and infant health outcomes and early childhood developmental outcomes for at-risk children and families through evidence-based and evidence-informed home visiting programs. The unit also collaborates with other home visiting programs within the Department and other state agencies. Specific responsibilities may include:• Reviewing, developing, and maintaining clinical guidance and policies, in collaboration with the Division of Family Health’s Medical Director, related to perinatal and infant health; Providing clinical support, technical assistance, and education to stakeholders and consumers on a variety of relevant topics and initiatives; • Representing DOH and its programs to local organizations, counties, and other entities, and statewide and national meetings by making presentations on public health health program strategies. • Reviewing public health programs, including conducting site visits and providing technical assistance and feedback to contractors about program effectiveness; • Engaging provider and community stakeholders in evaluating programs and progress towards public health goals; • Supervising professional staff and interns within the respective units; • Supporting and providing leadership for cross-departmental and interagency activities, and representing perinatal and infant health issues and priorities; • Participating and providing leadership in the review of bureau procurements; • Leading/contributing to development of funding applications and reports to funders; • Providing leadership for the MIECHV, PICHC and/or the Title V Maternal and Child Health Services Block Grant; and • Other duties as assigned aligned with the skills and this job title.

     

    Minimum Qualifications Transfer candidates: Current Department of Health (DOH) employee with permanent or contingent permanent status as a Public Health Program Nurse, G-24 OR NYS employee with one year or more of permanent or contingent permanent competitive service in a position G-22 or higher and deemed eligible for transfer to Public Health Program Nurse (PHPN) under Section 70.4 of the Civil Service Law by also possessing the below open-competitive minimum qualifications.NY HELPS/Open-Competitive Minimum Qualifications: a bachelor's degree in nursing AND current New York State license and registration as a professional registered nurse AND four years of post-licensure nursing experience. One year of which must be experience in public health and related health systems*.Or a master's degree in nursing AND current New York State license and registration as a professional registered nurse AND three years of post-licensure nursing experience. One year of which must be experience in public health and related health systems*.*For the purpose of this recruitment, public health and related health systems seek to assess and monitor population health status to identify population health problems; diagnose and investigate population health problems and health hazards in the community; promote health through influencing modifiable risk behaviors; prevent injury and disease; conduct surveillance and control activities; educate people about health issues; research new and innovative solutions to health problems; mobilize community partnerships to identify and solve health problems; develop policies and initiatives that support individual and community health efforts; enforce laws and regulations that protect health and ensure safety; link people to needed services and assure provision of health care; evaluate the effectiveness of interventions and services; and/or participate in quality assurance activities in connection with the health status of individuals, populations in the community, and/or across populations.Qualifying experience: For the purposes of this recruitment, examples of qualifying experience include, but is not limited to, experience as a public health nurse at a local county health department, public health organization, or public health policy or advocacy organization; infection control nurse; or a nurse performing education and outreach on public health. If verifiable, we will accept and prorate appropriate part-time and volunteer experience.Examples of non-qualifying experience include but are not limited to: Experience in discharge planning, utilization review, treatment plan development for individuals in community or congregate settings, and experience in a health regulatory organization determining entities' compliance with laws, rules, and regulations. Experience in a health insurance company, health maintenance organization, home health care organization, or private physician's office is also considered non qualifying.Preferred Qualifications: Clinical/management experience with providing nurse home visiting services to people who are pregnant, their infants and families, or clinical experience in midwifery, obstetrics, or neonatal nursing; Public health program experience, such as oversight or implementation of a public health program or initiative, developing and implementing clinical guidelines or program policy; conducting quality improvement activities; program management or compliance monitoring; Knowledge of public health law and regulations, evidence-based perinatal-infant home visiting models, and/or standards of clinical care and practice for the perinatal population; Experience with program and grant management functions, including an understanding of contract budgets and workplans; and excellent written and verbal communication skills, including writing reports, clinical guidance, and health communications materials, as well as delivering effective presentations and public speaking.

     

    Additional Comments Full-time, permanent position. Transfer candidates may be asked for their social security number to verify eligibility. Current registration as a Registered Nurse (RN) with the New York State Education Department must be maintained for continued employment in this title. *Salary reflects the contractual salary range at step 4. There will be a geographic pay differential of $20,000 added. This position is part of the NYS HELPS program. No examination is required.
