Description
TheChief Operating Officer(COO) is responsible for the oversight and coordination of all day-to-day operations across North Shore Community Health (NSCH), including direct responsibility for Operations, Compliance and Privacy, Emergency Preparedness, Project Management, Patient Experience, Safety & Security, and Operations Strategy. The COO also serves as the organization’s Chief Compliance Officer and Privacy Officer, providing executive leadership in regulatory compliance, privacy oversight, data security, and risk mitigation.
Reporting to the President and Chief Executive Officer, the COO is a core member of the Leadership Team and serves as a strategic thought partner in advancing the mission, vision, and values of the organization. This position plays a critical role in aligning strategic and operational objectives, ensuring that all departments and service lines function cohesively to deliver high-quality, patient-centered care.

The COO oversees non-clinical functional areas, guiding the vision, strategy, and performance of departments such as Health Center Operations, Compliance, and Project Management. This role includes responsibility for the development and implementation of organization-wide performance metrics, internal controls, and improvement plans aimed at ensuring accountability, transparency, and operational excellence.

Essential Duties and Responsibilities
+ Serve as a strategic thought partner to the President & CEO and a key collaborator with the Leadership Team in developing and implementing strategies that align with NSCH’s mission, vision, and values, including a commitment to high-quality, patient-centered care.
+ Collaborate with Leadership Team members to ensure strategic priorities are aligned, clearly communicated, and effectively implemented across all departments and service lines.
+ Partner with internal and external stakeholders to support coordination between teams and ensure alignment in both strategic planning and day-to-day operational decision-making.
+ Oversee the management, vision, and strategic development of the following areas: Health Center Operations, Compliance and Privacy, Project Management, Patient Experience, Safety and Security, Emergency Preparedness & Dental.
+ Lead the development, maintenance, and communication of an organizational performance dashboard to monitor clinical, financial and operational metrics and drive accountability and decision-making across the organization.
+ Direct the strategic use of data and analytics to support performance improvement initiatives, clinical care optimization, and operational excellence.
+ Serve as the organizational liaison to the Community Pharmacy Cooperative (CPC) and oversee pharmacy as a service line.
Serve as theChief Compliance Officer, with responsibility for:
+ Oversight of the Compliance Program and internal audit functions
+ Development and implementation of compliance policies and procedures
+ Coordination of corrective action plans and regulatory reporting
+ Staff training and organization-wide education on compliance matters
Serve as thePrivacy Officer, with responsibility for:
+ Investigation of privacy complaints and incidents
+ Coordination of responses to HIPAA breaches or violations
+ Management of a confidential reporting system for compliance/privacy concerns
+ Oversight of HIPAA privacy and security compliance across departments
+ Support the implementation and institutionalization of process improvement methodologies (such as Lean), including coaching staff and leadership on the use of tools and techniques to drive measurable improvement.
Serve asIncident Commander for the Emergency Operations Plan, overseeing: Preparedness and response protocols, Continuity of operations planning and Recovery and mitigation processes.
+ Serve as a catalyst for cross-functional collaboration and continuous learning across all levels of the organization.
+ Represent NSCH in external engagements as needed, including community partnerships, agency meetings, and Board of Directors presentations, as requested by the President and CEO.
Required Skills and Abilities:

+ Although familiarity with Lean is an advantage, the only requirement is a willingness to learn and apply Lean principles.

Requirements
Education & Experience
+ Master's degree in health care administration, Public Health or Business Administration or related clinical (i.e., MD, RN) or administrative discipline strongly preferred.
+ Minimum of five years of progressive management experience required, preferably in an ambulatory health care setting (Community Health Center experience is strongly preferred).
+ Strong knowledge of and experience in process improvement and facilitation. Familiarity with Lean preferred.
+ Strong analytical, numerical and reasoning abilities, knowledge of health information technology in primary care settings, including design and use of data to improve quality.
