Summary You will serve as a PROGRAM ANALYST in the OPERATION AND PLANS (N3), FUTURE OPERATIONS (N35), FUTURE PLANS (N35A) of MILITARY SEALIFT COMMAND. Responsibilities You will monitor and analyze shipboard competency fulfillment, budget execution, and ship operational requirements in accordance with the contract. You will collect, record, and report cost and performance data for the Project Office in order to ensure contractual compliance. You will coordinate with other commands, activities and agencies within the Navy Department, Transportation Command (TRANSCOM), Army Transportation (ARTRANS), Defense Logistics Agency (DLA-E) and Maritime Administration (MARAD). You will coordinate with other commands on matters related to vessel security programs (TSP/MSP), bulk fuel movement operations, dry cargo movement operations for vessels supporting DoD. You will conduct projects and studies which require analysis of interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs. You will serve as the Command’s sole representative at major operational conferences dealing with key Navy, DOD and Allied representatives. You will develop proposals and recommendations to resolve complex problems involving varied worldwide assigned programs’ ship operations. You will institute corrective actions as appropriate to ensure timely and effective support of fleet’s mission. You will prepare reports, briefings and recommendations and are able to present and defend positions to higher authority and to other staff. You will work with the Business Manager and Project Officer to plan budgets and track execution, and provide general financial oversight Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience participating in the planning, programming, budgeting, analysis, forecasting, and execution of an annual budget. Experience performing oversight of contract performance. Experience with commercial vessel practices to include American Bureau of Shipbuilding class requirements and how they affect the readiness of sea going vessels. Experience analyzing ship readiness, ship manning, and supplies/spares status. Experience identifying gaps and recommendations to improve deficiencies to promote mission readiness. Experience coordinating with stakeholder organizations on matters relating to operations, mission support and employment.
