Duties Description The Deputy Commissioner for the Office of Public Safety (OPS) within the Division of Criminal Justice Services (DCJS) is primarily responsible for providing general supervision to director-level and supervisory staff within OPS, advising the Commissioner and other agency executive staff on law enforcement strategies, policies, and practices, and serving as an agency liaison with state and municipal police agencies on crime reduction, professional policing, and other current law enforcement efforts. Responsibilities include: administrative oversight for police and peace officer training and liaison to the state’s Municipal Police Training Council (MPTC); administrative oversight for security guard training, instructors and schools and liaison to the state’s Security Guard Advisory Council (SGAC); administrative oversight of the Law Enforcement Agency Accreditation Program and liaison to the state’s Law Enforcement Agency Accreditation Council (LEAAC); oversight and administration of violence reduction initiatives including the Gun Involved Violence Elimination (GIVE) initiative; the Missing Persons Clearinghouse (MPC); coordination of the annual Police Officers’ Memorial Ceremony and the Governor’s Police Officer of the Year Award; maintenance of the statewide Police and Peace Officer Registry and training records; 1033 Federal Excess Property Program; strategic planning and program development; administration and oversight of calibration, testing, certification and repair of speed and alcohol detection instruments for law enforcement agencies; administration and oversight of direct training and technical assistance provided to New York's law enforcement community; formulation of policies and procedures for the effective and efficient management of OPS; preparation of presentations, briefings, and other materials related to law enforcement strategies, services, policies, and practices; representation on behalf of the Commissioner or Executive Deputy Commissioner at various professional meetings, events, and conferences, as needed; and other duties as directed. Frequent statewide travel is required, approximately 40%. Limited telecommuting may be arranged.

Minimum Qualifications Master's degree and 20 years of experience as a police officer in an accredited municipal police agency of more than 50 sworn personnel within New York State, including five years of progressive responsibility at the senior management level. A broad array of experience in both law enforcement operations and administration is required. Candidates must have extensive background with contemporary law enforcement practices, organizational management systems, evidence-based strategies, and the field of crime prevention and reduction, as well as police-community interactions. Candidates must also possess experience with multiagency project management and law enforcement program development, as well as working knowledge of applicable Federal and State laws and policies. Candidates must have demonstrated ability to develop and maintain professional relationships across the law enforcement and criminal justice community. National recognition for law enforcement service and accomplishment is ideal.Successful candidates must have demonstrated experience in the following areas: project and budget management; preparation of responses to, or requests for, information, applications, and/or proposals (RFIs, RFAs, RFPs); grant writing, editing, and reviewing; evidence-based and data-driven policing and its implementation at the strategic and operational levels; coordination with local, State, and Federal agencies on crime prevention and reduction, as well as homeland security issues; MPTC-approved law enforcement training, including specialized in-service courses and the basic course for police officers (BCPOs); direct involvement with law enforcement agency accreditation through their participating municipal police agency; direct involvement with the Gun Involved Elimination (GIVE) initiative through their participating municipal police agency; implementation of the evidence-based GIVE strategies, such as problem-oriented policing, procedural justice, hot-spots policing, focused deterrence, crime prevention through environmental design (CPTED), and street outreach; and familiarity with the crime analysis center network.
