    Duties Description Position Description: The Office of Property Supports and Emergency Services is a centralized support office whose mission is to provide a standardized team approach to the management of Physical Plant Maintenance, Capital Services, Safety and Security, Fire Safety, Emergency Management, Records Management, Facilities Planning, and Sustainability. This position is essential to ensure property preservation, NYS Uniform Code and Life Safety Code compliance, and Federal and State regulatory mandates required to maintain program certification are compliant to safeguard a constant and coordinated approach to OPWDD’s centralized Physical Plant Management structure. PRIMARY DUTIES AND RESPONSIBILITIES: Supervision of Plant Superintendents statewide, within assigned regions. Manage and oversee contract compliance to ensure that the quality of the work performed meets industry standards and established scheduled completion time frames. Ensure the physical plant meets the compliance standards required by Federal regulations, NYS, OPWDD and the expectations of our individuals, families, staff and community. Assess and correct environmental conditions that have a potential negative impact on the health and safety of individuals and staff. Ensure that employees are properly trained for their positions, and in the use of any equipment. Participate in the development of the training programs. Onsite visits to properties that are geographically dispersed within assigned regions to elevate needs, monitor operations, and provide technical advice and recommendations for efficiency of operation. Ensure preventative maintenance tasks are performed on all required equipment. Manage and oversee the daily operations of the maintenance department to ensure all imminent danger or potential hazardous conditions are addressed in a timely fashion. Participate in contract negotiations as related to physical plant. Initiate improvements to improve the operating efficiencies for all facilities, conduct energy conservation evaluations, and make recommendations based on finding. Prepare and manage the annual budget for the maintenance department. Oversee requisition and distribution of supplies to operating personnel.     Minimum Qualifications Promotion: One year of service as a Plant Superintendent A; or two years of service as a Plant Superintendent B; or three years of service as a Plant Superintendent C.Open Competitive: Nine years of experience assisting in the oversight of day-to-day physical plant operations; capital planning of construction and rehabilitation projects; and/or contract management of building and grounds maintenance, construction, and rehabilitation. Two years of this experience must have included supervision of trades staff engaged in the operation, maintenance, construction, and/or rehabilitation of a physical plant with multiple buildings.Transfer:Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law.
