    ICAM Consultant

    Responsibilities and Duties:

    + Strategic planning for development and use of the FICAM architecture and accompanying playbooks against current and future policy direction.

    + The ongoing development of content on the FICAM playbook website (https://playbooks.idmanagement.gov) that aligns and expands on the services framework of the FICAM Architecture (https://playbooks.idmanagement.gov/arch).

    + The priority of guidance development based on OMB direction, Federal CISO Council, ICAM Subcommittee priorities, and federal agency needs.

    + Provide direct support to development of Federal Integrated Business Framework (FIBF) supporting Identity and Credential Access Management (ICAM), focusing on the sections of Business Lifecycle, Business Capabilities, and Business Use Cases.

    + Develop, enhance, and maintain new and existing guidance at the direction of GSA. Examples of existing guidance can be found at (https://playbooks.idmanagement.gov).

    + Support & employ an appropriate project management approach in development of ICAM guidance, per the IATAD Director.

    + Develop new or convert existing guidance into markdown and html for GitHub with a focus on plain language and 508 compliance (https://www.plainlanguage.gov/guidelines/); and, https://www.section508.gov/develop/software-websites/

    + Support the gathering and editing of existing guidance from Government entities.

    + Assist the Government with migrating and managing Government developed and owned code to shared repositories in the GSA GitHub, and the development of online documentation to assist engineers and developers to use and extend the repositories.

    + Prepare presentations on guidance for various Government-wide working groups.

    + Facilitate the production of guidance, including, but not limited to participating in interagency working groups.

    + Recommend and assist in data gathering methods and techniques to understand a priority and agency maturity to write guidance for technical topics that align with ICAM Architecture Services Framework.

    Skills/Experience/Certifications:

    + Minimum of 3 years' experience in ICAM or related fields (e.g., cybersecurity, IT compliance).

    + Bachelor’s degree in Computer Science, Information Systems, or related field; Master’s preferred.

    + U.S. Citizenship

    + Experience in strategic planning and applying governance in enterprise it (GEIT) models.

    + Knowledge of ICAM policies and standards including HSPD-12, OMB Memo 19-17, OMB Memo 22-09, FIPS 201 and accompanying special publications, and NIST SP 800-63. ICAM policy development.

    + Discover, analyze and use data from open and closed data sources to analyze trends, or identify bottlenecks in ICAM processes or services to recommend guidance.

    + Proficiency with FedRAMP Identity services, Single Sign-On, Lifecycle Management, Attribute-based access control, Privileged access management, a variety of PKI and non-PKI-based phishing-resistant authenticators that include FIDO and WebAuthN.

    + Working knowledge and understanding of modern design principles and deployments which leverage cloud infrastructures, DevOps, and Agile methodologies as it relates to operating ICAM systems.

    + Able to show and maintain proficiency in using Plain Language to explain technical concepts, modern version control systems and usage, and technical proficiency in implementing ICAM solutions

    + Experience with federal IT acquisition processes (e.g., GSA schedules).

    + Excellent communication skills for stakeholder engagement.
