Summary This position is located with Bonneville Power Administration (BPA), in Transmission Account Services (TSES) organization of Transmission Sales (TSE), Transmission Marketing & Sales (TS), Transmission Services (T). A successful candidate in the Senior Public Utilities Specialist (Contracts) position is responsible for long-term transmission contract development, quality assurance review, finalization and administration, analysis, assisting with customer issues. Responsibilities As a Public Utilities Specialist (Contracts), you will: Acquire data and perform analyses to support contract negotiations. Coordinate stakeholder reviews of draft and final contract actions. Review draft and final analyses, contract actions, communications, etc., to ensure quality assurance standards are met, and agency and business policies, procedures, and standards are adhered to. Assist the Transmission Sales team with resolving transmission customer issues. Serve as a subject matter expert and technical lead in the formulation of strategy and operational requirements to support contract development and finalization, contract quality control review, analysis, customer issue resolution and contract administration. Develop, guide, coordinate, and lead initiatives related to contract negotiation, drafting, finalization, and analysis. Evaluate and provide expert advice on the impact of policy approaches and changes, rate changes, business practice changes, new products and services, and/or other proposals affecting long-term transmission agreements. Serve as a mentor and resource for peers and as a trainer within the organization. Conditions of Employment: Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually. May be required to serve as Contracting Officers Representative for BPA grants and agreements; this duty includes additional training and certification. This position has been designated as requiring a PUBLIC TRUST background. A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check. Qualifications Qualifications: SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as experience in negotiating, developing, monitoring, and renewing/terminating contracts, as well as analyzing customer requirements, performing technical evaluations, and coordinating stakeholder reviews to finalize contracts for the sale of products and services consistent with business standards, policies, and procedures. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
