    The Deputy Director/Chief Legal Officer (Deputy) of the Cannabis Expungement Board (CEB) is accountable to the Executive Director and serves as the second in command. The position will perform the functions of the Executive Director when that individual is not available.

     

    The position will be a key member of the Board’s Senior Leadership team, the agency’s Senior Management Team and provide guidance to all agency staff.

     

    The position has responsibility to formulate and direct legal strategies to achieve the transformational and equity goals of the CEB. They will provide strategic legal advice to the Executive Director, and other members of the Senior Leadership team specifically regarding all complex legal issues relating to the administration of agency programs and policies. The position will ensure compliance with all applicable laws to minimize exposure for liability and advance the mission of the agency. The Deputy Director/Chief Legal Officer will be responsible for determining the overall legal strategy to achieve overall goals of the agency. In addition, the Deputy Director/Chief Legal Officer will be the CEB’s Data Practices Compliance Officer and work with other members of the Senior Leadership Team to ensure compliance with Data Practices in all phases of the agency’s work.

    Minimum Qualifications

    To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.

     

    + Juris Doctor and licensed to practice law in Minnesota

    + Five (5) years professional experience in criminal law or prosecution

    + Knowledge of and experience with setting program objectives

    + Demonstrated leadership experience. Leadership experience can include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g. ELI or SLI), or comparable leadership program

    + Interpersonal and relationship building skills

    Preferred Qualifications

    The following qualifications are strongly desired of applicants seeking consideration for this position:

    + Extensive experience in and deep working knowledge of criminal justice and expungement law

    + Experience as a criminal prosecutor and/or defender

    + Experience in the public sector managing or leading agency strategic initiatives, operations, budgets, personnel

    + Experience planning, organizing, coordination, implementing, and reporting on program objectives

    + Experience in interpreting government rules, regulations, and laws, including the MN Government Data Practices Act

    + Experience implementing or monitoring compliance with data practices/data privacy requirements

    + Experience with the legislative process

    + Demonstrated ability to partner with public and private organizations, special interest groups, elected and appointed officials

    + Team building skills, including superior communication, written and public speaking skills

    + Well established negotiation skills and an aptitude for building consensus through cooperation and coalition-building
