Summary You will serve as a Logistics Management Specialist in the Logistics Department (N4), Logisitics Life Cycle Management (N44) of MILITARY SEALIFT COMMAND. Responsibilities You will provide technical advice, recommendations, and clarifications to MSC ships on the availability of supplies and services and ordering methods. You will provide reports on contract performance to respective NAVSUP Contracting Officers. You will ensure material readiness for assigned ships by monitoring and tracking high-priority requirements to repair inoperable or degraded equipment and planning for the phased replacement or upgrade of ship equipment and equipage. You will support monitoring of program effectiveness and identification of process changes when standards are not met. You will monitor fleet execution of MSC husbanding requirements, ensuring compliance with higher headquarters guidance, including OPNAV, US Fleet Forces, Pacific Fleet, and all numbered Fleets. You will provide and facilitate Ship Onboard training in various areas of supply, including inventory management, open purchase, ordering and receiving, husbanding and other supply areas as required. You will analyze the effectiveness of programs and life-cycle performance measures to ensure both continuous process improvement and the implementation of innovative, cost effective/efficient support solutions. Requirements Conditions of Employment Qualifications For GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Resume must demonstrate the following specialized experience: Experience in mastering knowledge and executing DOD, Navy, and MSC Integrated Logistics Support (ILS) and configuration management concepts, elements, policies, and procedures. Experience in mastering knowledge of and working with shipboard equipment, equipment maintenance, and associated logistics support requirements. Experience in mastering knowledge and applying shipboard configuration and supply management processes and procedures in an automated environment. Experience in applying analytical techniques (e.g., Lean/Six Sigma, Business Case Analysis) to develop programs, improve processes, conduct studies, and produce design reviews. Experience in establishing programmatic goals, managing customer expectations, monitoring and assessing organizational performance, mitigating risks, taking decisive preventative and corrective actions, and managing programs within allocated resources. Experience in effectively communicating both orally and in writing to diverse audiences, ranging from ship's management teams (masters, chief engineers, and class managers) to senior government officials on fleet configuration and logistics support/readiness issues For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Resume must demonstrate the following specialized experience: Experience creating, modifying, and optimizing workflow metrics including trend analysis to provide tactical and operational recommendations to leadership for ship health and improvements. Experience establishing assessment standards and procedures, determining schedules, and training team members. Experience developing the program checklist to ensure awareness of current program requirements for both afloat and ashore operations. Experience monitoring fleet execution of husbanding requirements, ensuring compliance with higher headquarters guidance, including OPNAV, US Fleet Forces, Pacific Fleet, and all numbered Fleets. Experience developing and documenting shipboard supply processes, identifying process deviations, root causes and impacts of delays and risk mitigating strategies and solutions.
