Job Title: Environmental Field EngineerDescription
A regional engineering firm is seeking Environmental Monitors / Debris Monitors to support FEMA disaster recovery projects throughout the local area. These roles are essential in ensuring debris removal activities comply with federal regulations, including FEMA’s Public Assistance Program requirements.
Assignments may include field monitoring, tower monitoring, or general debris monitoring, depending on project needs. Work is performed outdoors in fast‑paced emergency response environments.

Primary ResponsibilitiesDebris Monitor (Field-Based)
+ Observe, document, and verify all debris removal operations to ensure compliance with FEMA PA Program guidelines.
+ Ensure work zones remain safe and follow proper Maintenance of Traffic (MOT) requirements.
+ Accurately complete all documentation, including Load Tickets, Daily Activity Reports, Incident Reports, Damage Logs, and related forms.
+ Confirm debris truck capacities, equipment details, and verify correct placard information.
+ Record loading site locations daily, including GPS coordinates when required.
+ Monitor contractor operations for safety, MOT compliance, and proper debris handling.
+ Distinguish between eligible and ineligible debris and ensure proper segregation.
+ Identify and report any issues such as incorrect debris mixing or potential equipment tampering.
+ Thoroughly document pre‑existing and contractor‑caused damage, including photographs.
+ Maintain accurate Load Tickets and Daily Logs throughout the workday.
+ Ensure no truck dumps without a properly completed Load Ticket.
+ Call load percentages accurately and apply FEMA policies accordingly.
+ Verify that debris is dumped in the correct location and that trucks are fully empty upon exit.
+ Maintain awareness of ingress/egress routes, ensuring they remain clear and safe.
+ Bring all required equipment and follow all safety protocols.
Tower Monitor
+ Ensure all trucks have valid Load Tickets before dumping.
+ Call accurate load percentages and apply FEMA-approved calculations.
+ Verify debris is dumped in the proper location according to type.
+ Ensure dumping, stacking, disposal, and reduction operations do not interfere with one another.
+ Check trucks for complete emptying and watch for false bottoms.
+ Ensure MOT setups in and around the Debris Management Site (DMS) remain safe and compliant.
+ Maintain constant awareness of safety conditions for personnel and site operations.
Required Skills & Qualifications
+ Ability to mobilize within 24–48 hours and commit to a minimum 30‑day assignment.
+ Willingness to work long shifts (10–12 hours per day; overtime where applicable).
+ Ability to travel to various project sites across North Carolina.
+ Comfortable working outdoors in heat, cold, rough terrain, and unstable or risky conditions.
+ Able to stand for long periods and lift 10+ pounds.
+ Must provide your own steel‑toe, ankle‑supporting boots and long pants.
+ Strong handwriting/penmanship for completing handwritten documentation.
+ Must have a smartphone capable of downloading required applications.
+ Must have reliable transportation.
+ High school diploma, GED, or equivalent required.
+ Valid driver’s license, Social Security card, and proof of vehicle insurance.
+ Must pass a drug screen and background check.
Preferred Experience
+ background in environmental work, construction, or engineering is helpful (not required).

Pay and Benefits
The pay range for this position is $22.00 - $27.00/hr.
