About the Department of Local Government Finance (DLGF) :
The Department of Local Government Finance is responsible for ensuring property tax assessment and local government budgeting are carried out under Indiana law. The Department is charged with publishing property tax assessment rules and annually reviewing and approving the tax rates and levies of every political subdivision in the state, including all counties, cities, towns, townships, school corporations, libraries, and other entities with tax levy authority.
Role Overview:
The Indiana Department of Local Government Finance seeks an Application System Analyst/Programmer Supervisor in Indianapolis, Indiana. You will apply general management principles and industry standards to accomplish unit or project automation goals. You may receive agency policy guidelines from higher-level management. Your work will involve consideration of numerous complex components to establish and achieve goals for the section. This role requires you to:
+ Exercise technical judgment in developing methodology and directing activities to attain project objectives.
+ Utilize administrative judgment by managing the available personnel and equipment resources to meet application software demands.
+ Make critical technology decisions that affect the project or unit organization’s effectiveness.
Critical skills for this role include:
+ Understanding the policies, standards, procedures, and techniques used for application development.
+ Performing application development, using software tools, and using application development software languages.
+ Using system and business applications and demonstrating competency in working at the highest technical level.
+ Using logic, management principles, and new system design techniques.
+ Supervising and managing program analysts, as well as training, guiding, and coordinating the work of others.
+ Performing project management.
This is a hybrid position with some telecommuting flexibility, but requirement to physically be in the Indianapolis, Indiana, office on Mondays, Tuesdays, and Fridays each week.
Supervision:
This role supervises two Computer System Analysts and one Data Scientist.

A Day in the Life:
Responsibilities include:
+ Supervising the teams and daily activities needed for the analysis, testing, coding, and implementation of applications.
+ Preparing performance reports and evaluating work.
+ Conferring with, and advising, subordinates on administrative policies and procedures, technical problems, priorities, and methods.
+ Participating in the development and implementation of information technology project budgets.
+ Planning and directing the acquisition and use of information technology products, services, and resources to meet project or departmental goals.
+ Developing and promulgating information technology policy and procedures.
+ Supporting multiple development projects with scheduling, planning, and resources.
+ Allocating and monitoring completed systems and visiting users to ensure that established procedures are properly followed.
+ Preparing activity and progress reports about the activities of the applications systems and programming projects.
+ Consulting with management and staff within Information Services to ascertain technology needs.
+ Providing technical leadership on complex projects.
+ Conferring with users to define the organization’s application software needs, establish priorities, and monitor progress.
+ Conferring with department management to assist in planning, organizing, and controlling activities for highly specialized technical areas.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
Credentials:
+ Bachelor’s degree in Information Technology, Information Technology, or a related discipline.
+ 2 years of experience as a Software Developer, Programmer Analyst, or closely related role.
Additional qualifications:
+ Broad knowledge of policies, standards, procedures, and techniques used for application development.
+ Broad knowledge of application development software tools and application development software languages.
+ Broad knowledge of both system and business applications and competent to work at the highest technical level and/or specialized area.
+ Broad knowledge of system design including knowledge of logic, management principles, and new system design techniques.
+ Broad knowledge of Information Technology.
+ Ability to supervise and manage diverse human resources.
+ Ability to train, supervise, guide, and coordinate the work of others.
+ Ability to perform effective project management.
+ Able to perform essential functions with or without reasonable accommodation.
