Under general supervision, the Payment and Systems Specialist is responsible for the development and implementation of a license fee invoicing process for indirectly licensed programs (approximately 5,500 in the state), as well as leading the invoicing process for all directly licensed programs. The incumbent directs and executes complex, high-risk studies of division functions; performs advanced budgetary formulation, execution, and analysis in collaboration with other Office of Inspector General (OIG) staff; and provides leadership and direction to streamline processes and inform the financial and budgetary planning and decisions within the Licensing Division. Additionally, this position will have daily tasks and projects assigned by the supervisor to complete while working both independently and with a team.
The incumbent serves as a subject matter expert and liaison in the division and along with the Licensing Finance and Systems Supervisor, will interact with other financial staff in the department and produce reports as needed. The incumbent will actively participate in enterprise-wide projects and initiatives and will assist in organizing the escalation of issues between the Financial Operations Division (FOD), other units in the Division, across the OIG administration, and Department of Human Services (DHS).
Minimum Qualifications

Three (3) years of experience designing, developing, and implementing an invoicing process.
AND
Experience must demonstrate the following:
+ Develop and maintain documentation, workflows, and standard operating procedures.
+ Working knowledge of state, or non-state accounting principles and practices.
+ Analyze existing billing systems and processes to identify gaps and areas for improvement.
+ Analyze financial data and make informed decisions based on data.
+ Provide technical assistance sufficient to answer questions and advise others on the work and functions of the Operations Unit.
Preferred Qualifications
+ Understanding of bookkeeping and/or accounting clerical procedures related to accounts payable, check/cash collection.
+ Knowledge of data privacy, data security, breaches – policies, procedures, and reporting requirements.
+ Posting, verifying, compiling, and reconciling numbers/figures.
+ Skill in analyzing and interpreting financial records.
+ Advanced computer skills (MS Office – Outlook, Word, Excel, Teams, and SharePoint).
+ Navigate online databases.
+ Excellent organizational skills; accuracy and attention to detail.
+ Strong interpersonal and communication skills.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
