    Join the Park Authority and our nationally recognized team of professionals! The Fairfax County Park Authority (FCPA) is seeking a high-level professional who is both excited to lead the financial team and to be a part of one of the most highly regarded park systems in the country. With almost 24,000 acres of parkland, nine Rec Centers, eight golf courses, three lakefront parks, and more, FCPA is an exciting organization to be a part of and there are many opportunities for staff to make a difference at every level.

     

    FCPA is seeking a Project Implementation Manager (Management Analyst IV) to lead the planning, coordination, and implementation of the Park Authority’s Revenue Fund Systems and Fee Structure Initiatives. This position plays a critical role in advancing equitable access to facilities, programs, and services by managing complex, agency-wide initiatives that integrate policy, operations, finance, data, technology, and customer experience. This role collaborates closely with agency leadership, cross-divisional teams, county partners, and external stakeholders to ensure successful adoption, measurable outcomes, and a high-quality customer experience. The successful candidate oversees the full lifecycle of numerous initiatives, including development and implementation of sliding fee scale and various cost reduction programs for eligible participants. This position will direct an agency-wide team involved with implementing the program, including members throughout the agency across multiple disciplines (IT, Financial, Operational, Outreach, and Data). The candidate will execute regular project management activities, including developing plans, timelines, milestones, deliverables, and risk mitigation strategies. This position will conduct regular and ongoing research and evaluation of various organizations to help create efficient, scalable, and automated internal processes and policies to manage the initiatives.

     

    Further, the successful candidate will provide regular presentations and reporting to key stakeholders, including the Park Authority Board, Board of Supervisors, agency leadership, other county agencies, and others.

     

    Note: The assigned functional areas of the position are Project Management, Finance, Strategic Management, IT, Operations and Data Analysis.

    Illustrative Duties

    + Directs and manages long-term, large-scale, high-priority, sensitive programs/projects that are multi-disciplinary and involve multiple agencies;

    + Manages a group of professionals engaged in diverse administrative and management support activities;

    + Establishes and implements program policies, develop and manages the budget for designated programs;

    + Ensures County programs reach the intended populations and targeted benefactors;

    + Directs research and evaluation of trends in applicable areas of responsibility;

    + Develops long- and short-term goals, objectives, and solutions for division;

    + Interfaces with central County staff departments (such as DMB, DHR, Finance, Purchasing and Supply Management) for seamless collaboration;

    + Provides consultation on strategic planning, organizational development, and redesign projects;

    + Prepares for and presents to County Board of Supervisors (or Committee) regarding areas of expertise and responsibility.

    + Extensive knowledge of the mission, goals, objectives, funding sources, organizational structure, workload, and staffing of the organizational unit or program to which incumbent is assigned;

    + Extensive knowledge of statutory and regulatory requirements governing application of program funding, execution of program activities, and achievement of program outcomes;

    + Knowledge of the legislative and executive decision making processes;

    + Knowledge of the project management life cycle and its supporting phases;

    + Ability to identify organizational problems, evaluate possible solutions, and select and implement the most advantageous course of action;

    + Ability to identify and determine appropriate methods for gathering data;

    + Ability to make oral presentations to department management, other departments, or the public;

    + Ability to write detailed, accurate reports, grants, or solicitations for pertinent areas of administration;

    + Ability to manage professional and paraprofessional employees including coaching, counseling, training, and evaluation.

    MINIMUM QUALIFICATIONS:

    Any combination, experience, and training equivalent ") Graduation from an accredited four-year college or university with a bachelor's degree in fields related to the assigned functional areas; PLUS, Five years of professional work experience within more than one of the assigned functional areas.

    CERTIFICATES AND LICENSES REQUIRED:

    Driver's License at the time of application (Required)

    NECESSARY SPECIAL REQUIREMENTS:

    The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

    PREFERRED QUALIFICATIONS:

    + Strong experience in project and program management, preferably in a public sector or large, complex organization.

    + Demonstrated ability to lead cross-functional teams and manage initiatives spanning finance, policy, operations, IT, and data.

    + Experience developing and managing successful customer experience and customer service programs, including evaluating and creating customer journey maps.

    + Ability to conduct and oversee thorough research, benchmarking, and analysis of related processes and procedures, including sliding fee scale/cost reduction programs, eligibility programs, registration processes, and more.

    + General knowledge and understanding of various software capabilities and approaches, including point-of-sale systems, customer relationship systems, financial systems.

    + Strong analytical, data, and reporting skills, with the ability to translate complex information into clear messages.

    + Excellent written and verbal communication skills, including experience presenting to executive leadership and governing bodies.

    + Ability to balance strategic thinking with hands-on execution in a fast-paced environment.

    PHYSICAL REQUIREMENTS:

    Mostly sedentary with walking and lifting up to 10 lbs. All duties may be performed with or without reasonable accommodations.
