    Chief Information Officer

    Position Summary

    The Chief Information Officer (CIO) is responsible for aligning the activities of the Information Services Department with the strategic goals of HHS.The CIO has responsibility for providing strategic direction, conception, and execution of all digital technology, analytics and telecommunications for the organization. The position has operational oversight for application development and implementation, clinical and business evaluations, cost justifications, feasibility studies, functional analysis, infrastructure services, production support, maintenance, and organizational needs analysis for all applications and projects.

    Primary Position Responsibilities

    + Participate in enterprise strategic planning.

    + Lead IT strategy and direction setting.

    + Ensure tactical planning is effective for capacity, obsolescence and life-cycle refresh.

    + Provide leadership for the management and use of Information Technology, and Healthcare Technology Management to provide insightful counsel on the application of Digital Technologies.

    + Leverage Technology for patient safety, efficiency, effectiveness and service excellence.

    + Ensure integration of information across all care settings to provide exceptional service and safety to patients as they cross between settings and service providers.

    + Enable connectivity and appropriate information sharing.

    + Ensure protection of information and systems consistent with policies and legal requirements.

    + Ensure technical infrastructure is effectively managed

    + Ensure Disaster Preparedness including backup and recovery without data loss; advise Operations leadership of Business Continuity planning.

    + Ensure effective management over IT implementations, upgrades and outages.

    + Participate in enterprise capital budget prioritization and ensure effective forecasting, budgeting and expense tracking for assigned departments.

    + Ensure effective contract negotiation and vendor relationship management. Perform contract reviews for technology, ensure compatibility with current systems and future direction, ensure deliverables are clearly defined, ensure price/cost protection and protect the interest of HHS.

    + Ensure support staff provide effective partnership with internal customers.

    + Foster a culture of customer service.

    + Ensure support staff is responsive, timely and accurate in the performance of their duties and communication.

    + Ensure effective end user training is provided.

    + IT Policy and Procedure development and enforcement.

    Supervises:? Administrative Director, Transformation, Administrative Director, Infrastructure, Chief Nursing Informatics Officer

    Qualifications

    Minimum Education:

    Required:

    Master’s Degree in Business Administration, Computer Science or related field.

    Preferred:

    + Formal training in clinical informatics

    + Doctor of Medicine (MD or DO)

    Minimum Years of Experience:

    Required:

    + At least 5 years of strategic and operational IT leadership experience in healthcare

    + Demonstrated experience using and implementing clinical systems as an independent provider, vendor, consultant, or hospital-based physician.

    + Experience with a major electronic medical record vendor

    Preferred:

    + EPIC EHR

    License, Registry or Certification:

    + Board Certified in Clinical Informatics

    + NJ Medical License

    Knowledge, Skills and/or Abilities:

    Required:

    + Strong enterprise resource planning and electronic health record experience including implementations and steady state support

    + Current knowledge of Healthcare IT and Communications Systems

    + Understanding of the healthcare business and working knowledge of current trends

    + Strategic planning experience.

    + Proven organizational, problem solving

    + A quality focused individual who appreciates both process and outcomes

    + Results-oriented with a proven track record of systems delivery and support, including systems assessment and evaluation, and new systems identification and implementation.

    + Highly collaborative management style, with experience participating as an active member of the management and/or executive team.

    + Excellent communication, listening and presentation skills, with the ability to communicate effectively at all levels of the organization.

    + Direct and transparent management style that builds trust. Functions best in a highly professional and focused environment that also embraces an “open door” style.

    + Open, engaging, with strong leadership skills. One who is easily approachable by individuals at all levels

    + Experience developing solid relationships with stakeholders

    + Experience with developing and leading high performing teams; one who has effectively ensured the accountability, customer service and professional development of staff

    + Participatory management style; collaborative team player

    + Self-starter; one who possesses strong decision-making skills
