    Job Summary:

    The Land Management Agent supports the construction and maintenance of natural gas infrastructure including but not limited to: acquisition of right-of-way easements, settles damage claims, and issuance of encroachment agreements. Researches and checks property titles to determine ownership, negotiates easement and prices to be paid, prepares assessments and arranges payment to grantor. Intermediate – Requires knowledge and experience in own discipline still acquiring higher level knowledge and skills. Solves a range of straightforward problems. Analyzes possible solutions using standard procedures. Receives a moderate level of guidance and direction.

     

    Please note, this position is posted as a job family and may be filled at either the Land Management Agent, I (Level 3), Land Management Agent, II (Level 4) or Land Management Agent, III (Level 5). People who demonstrate advanced skills in terms of work experience, education and certifications may be eligible for the advanced grade.

    Functional Expertise:

    + Apply working knowledge of real estate practices and principles including, but not limited to, abstracts, appraisals, conveyances, eminent domain, encroachments, encumbrances, legal issues, Revocable License Agreements, surveys, title, valuation, and zoning.

    + Perform Real Estate investigations summarizing property ownership, restrictions, and rights. Identify those utility relocation projects where costs should be reimbursable by others.

    + Ensure thorough and accurate documentation is prepared for management of real property – appraisals, easements, licenses, plats of survey. Ensure documentation meets standard legal requirements.

    + Reviews Computer Aided Design and Drafting (CADD) drawings to ensure requirements are met.

    Business Acumen:

    + Perform negotiations with landowners for acquiring rights-of-way, real property.

    + Perform field research at governmental record centers and county recorder offices.

    + Define property right requirements for developers when planning utility infrastructure for new business developments.

    Engagement:

    + Evaluate and assist in selection of proposed pipeline project routing alternatives. Recommend alternatives that minimize real estate requirements and permitting impacts.

    + Serve as land rights resource (Track Lead) for collaboration with other parties in a team setting in the routing and locating of natural gas infrastructure.

    + Represent the company at public zoning meetings to obtain construction approvals.

    + Review engineering designs to ensure real estate requirements are understood and adequately incorporated into project plans.

    + Execute standardized legal instruments for managing real estate transactions – easements, licenses, purchase agreements.

    + Attends quarterly state Department of Transportation (DOT) meetings to learn of future DOT projects that may conflict with utility construction projects or infrastructures.

    Driving Results:

    + Process applications for crossings of company right of ways. Engage asset protection, engineering, integrity, legal, and operations when reviewing proposed applications. Communicate crossing requirements to applicants and collect crossing fees.

    + Land right investigation activities: Tracking and reporting status of land rights to team members and leadership.

    JOB REQUIREMENTS:

    Education:

    + Bachelor’s Degree- Business, Engineering, Law, Science, Real Estate

    OR

    + Equivalent education and work experience

    Experience:

    + Required: 2 - 5 years real estate experience

    + Preferred: 2 - 5 years real estate experience in pipelines, utilities, transportation, government, or similar right-of-way management experience

    + Supervisory experience

    Knowledge & Skills:

    + Strong knowledge of Real Estate practice, principles, and law

    + Excellent communication skills including professional writing ability

    + Strong negotiation skills

    + Proficient in MS Office

    + Attention to detail

    + Ability to read and interpret legal descriptions

    Working Conditions/Physical Requirements:

    + Occasional Traveler (5-20% travel): The incumbent will be required to travel on occasion. Trips may require air travel and/or overnight stay away from home for one or more nights.

    + This position occasionally requires prolonged standing or walking – sometimes in a construction environment.

    + This position occasionally requires the incumbent to reach above shoulder-level.

    + This position occasionally requires the incumbent to bend, kneel, crouch, or crawl.

    + This position requires the ability to lift 10-25 pounds.

    + The incumbent works in an office environment.

    + The incumbent may work near or with moving mechanical parts.

    + The incumbent may be exposed to fumes, airborne particles, or chemicals.

    + The incumbent may be exposed to varying outdoor weather conditions.
